Edit the “Thermometer” Part to read:-

Cost: 1 Wood, 2 Quicksilver, 1 Gem     Power Requirement: 5
Monitoring the temperature of a machine can help to improve its operating efficiency. Whenever a Commoner who owns a Thermometer and has an Income below 50 would increase his Coal by his Income, he may instead increase it by his Income plus ten.

I do not like explanations in such rule (the flavour field would be nice for that) and I think, it would be easer, if you allowed Commoners to increase their Income by ten once.

So two commoners with Thermometers can gain free coal (Ten at a time) by trading coal between each other? (So log as they trade only their partner’s income worth of coal.)  against
