Nothing happens if the DOV fails. It’s text wouldn’t have effect even if it succeeded because it is not a Proposal.

Technically, the text is just detailing why he thinks he won the current dynasty; therefore, if this fails, it just means that the reason provided was not a good enough reason or was not a valid reason.

Maybe we should make a core rule that states that each player may make a DOV only once per dynasty. That way, if you make a spurious one, you waste your chance of actually winning.
