Proposal: Greed or Popularity?

In the Rule Influence, add a new paragraph with the following text:-

Each Cardinal with four or more Benefices is a Landowning Cardinal. Whenever a Landowning Cardinal makes a speech, they decrease the Influence of two other Cardinals by one.

Benefices, I believe, are property? Let’s find out if I’m understanding things more or less.

Yeah, a property or sinecure position

I’m not sure I understand this proposal fully. It looks like when a Landowning Cardinal makes a speech, two Cardinals lose Influence and three gain Influence, but the title makes it seem like it’s intended to be that nobody gains influence from this.

How do other people read it?

I understand that the “make a Speech” action implies increasing Influence of three other Cardinals by one.
This rule would add “decrease the Influence of two other Cardinals by one”, meaning other than the speaker and those who are getting Influence.
And I don’t like it against

There’s no “instead”, so I’d say this was additional to the usual three +1 effect.

While this might be hard work when speeches are made, having benefices be useful already will make me more confident in makig some later proposals
