Add the following before the last paragraph of the rule called “Berlin 1946.”
As a Daily Action, any Agent may move to another Location within their current Area, and must truthfully update their own Last Known Location field in the GNDT to reflect this. They must then Telephone the D-Ops to inform them of their new Location.
As a Daily Action, any Agent may truthfully update their own Last Known Location field in the GNDT to their current Location, and then move to another Location within their current Sector. They must then Telephone the D-Ops to inform them of their new Location.
We should really be able to move more than once a week, with some risk. The trick is knowing whether you just saw someone coming or going.

At the moment there’s no reason to move, and in an ideal world there would be great disincentives to do so. Just because something’s a daily action doesn’t mean we have to construct rules that make it desirable to move daily.

There is a reason to move; you can scan a District for the Codenames of same-Allegiance Agents, after every move. I think the location giveaway is enough of a disincentive to make this an interesting choice, though. It’s certainly not the worst-case grind of “perform a purely beneficial no-brainer action for free every day, to stay in the race”.

Preferable to make this a single either/or Daily Action, then?

(There is SOME useful information to be had in Kevan’s scenario: even if you pull the move-scan-move thing, your second move is restricted to within a single Sector. You can’t cross the Wall with these methods at all.)
