Oh, apparently the Dormancy rule got changed a while back and now four players still isn’t Dormant.  Oops, sorry

No, Special Case was restructured a few months ago to be framed in terms of non-Emperor players, with Dormancy being dialled down by one person to take that into account - so the game is now in Dormancy.
