If there is not a rule called “Scouting” create it. Append the following to the rule “Scouting”

A driver may spend 5 cash and roll a DICEN where N is the number of routes listed as subrules of the rule “Routes”. They must then add the Kth Route, (in order that the routes appear as subrules, where K is the result of the die roll) as Inactive to the bottom of their list.

against .  Given that I expect routes to get more expensive as the dynasty progresses, 5 cash is way cheap.

against 5 is too low. I’d quite possibly spend all my cash on this rule if it were implemented.

against Too low, but having a guideline for the average cost of future routes doesn’t seem that bad a thing.

If there are more routes like Bad Neighborhood route added everything will balance out. If needed we can add a weighted system later, but if its like pay 5 for a 1/20 chance of getting a route that costs 30 that doesn’t seem too bad.

against Currently, scouting costs have to be balanced against the route’s usefulness. With this, it’d be a three-way balancing act, and the only way to add “good” or “bad” routes would be to add both good and bad in the same proposal. On net, it just makes things unnecessarily more complicated.
