Call for Judgment: Reset

Reaches quorum 10-0 and is enacted.

Note that because the rules are demoted first, every citizen with higher clearance has their GNDT values (critically, their designation and location) reset. -coppro

Set the clearance of every dynastic rule to RED, except “ProDemote”; set its clearance to ULTRAVIOLET.
Set the clearance of every Citizen to RED, except set the clearance of the High-Programmer to ULTRAVIOLET.
Remove every entry on the Code of Conduct.
Set every Citizen’s Clone Number to 1, and Treason and Perversity Points to 0.
In the rule “ProDemote”, change every instance of “Story Post” to “blog post”.

The actual gamestate is getting very hard to track down; most of what’s happened so far has been determined by scams and by mistakes, and much is disputed; and there’s been a huge amount of timing influence involved, based on who has and hasn’t been online. Basically, the situation is getting ridiculous. The current ruleset is (mostly) fine, but we could do with a gamestate reset, both so we all agree on what the gamestate actually is, and to create a clean slate from which everyone can start future scams equally. Hopefully after the CFJ passes, lilomar can move everything back to the right clearance (including that of citizens, based on where he thinks they should be). (And I hope lilomar will make the new CoC less abusable.)
