Proposal: The Prize Fund

Create a new dynastic rule with the following text:
There is a Prize Fund, which reflects how much money the winner will get when they win the game. The Host may change the value of the Prize Fund at any time by publishing a Story Post stating the new value and explaining the reason for the change; its value is tracked in those Story Posts.

- This is all about advertising; claim there’s a lot of money, and more people will watch. We can always find some excuse to cut the prize just before someone wins.
