Append the following sentence to the end of rule 1.6:

No rule can be added or amended in a way that prevents CfJs making arbitrary rule changes.

I think you’re perhaps overreacting to the Boring rule last dynasty. The ruleset is pretty much only going to break when (a) someone scams it, or (b) someone proposes a broken rule to see what happens, and a few other people are bored enough to go with it. In both cases, they could add a “repeal that boring CfJ-protection line from Rule 1.6” to their proposal.
