Create a new sub-rule, “Free T-Shirts” under rule “Campaigning”:
If a Candidate has not given out Free T-Shirts within the last 48 hours, the Candidate may give out Free T-Shirts by paying 15 Money and making a comment of ‘Free T-Shirts!’ at the News Post. If e does, this comment does not count as BS. Then, within a period of 24 hours, any Candidate that endorses the Candidate who performed this action may add 1DICE6 to their Supporters once.

Isn’t giving free t-shirts a campaign action?

This isn’t a campaign action as it can be done in addition to them. This will cause confusion (If I have given out T-shirts i can’t Grass Roots, but if i’ve grass routes i CAN give out T-shirts.
Either make it a fully fledged Campaign action or don’t put it in rule 2.3
