Add a new rule, “Surveillance Report”:-

As a weekly action, an Agent who has a Codename (the ‘Caller’) may Telephone D-Ops with a Surveillance Report - a list of Codenames, each of them different, and each paired with the name of an Agent.

If all of the following conditions are met for a Surveillance Report, then that Report is Valid:-

• The list contains at least three Codenames.
• Every Codename is paired with the name of the Agent who has that Codename.
• All Agents in the list have the same Allegiance.
• The Caller does not have the same Allegiance as any of the listed Agents.

If D-Ops has received a valid Surveillance Report from an Agent, then D-Ops shall confirm this in a public blog post, and that Agent has achieved victory.
