In the rule “Workplaces”, at the beginning of the list of Workplaces, enter the following as a new first bullet point:
Pasture (Shepherd): If there are no Shepherds, each Townperson with at least 1 animal loose 1 animal. If it is Spring and if at least a quarter of the Townspersons, rounded up, are Shepherds, each Townperson with at least 2 animals gain an animal.
Cattle needs Care.
Darn, I found a typo. But obvious typos are fixable without proposal, right?
According to Rule 1.1: “Townspersons may correct obvious spelling and typographical mistakes in the Ruleset and their own Pending Proposals at any time.”
That said, I don’t think this would ever make Townspeople lose animals. If there are no Shepherds, the rule will skip over the Pasture effect, so the first sentence will never trigger.
