Rewrite the paragraph that begins “If a single Party is supported by more Blocks in a Constituency” in the rule “Auld Anchorage” to read
If a single Party is supported by more Blocks in a Constituency than every other Party in that Constituency, then that Constituency is said to support that Party.
If a single Party is supported by more Constituencies than every other Party, then that Party is said to be In Power. If a single Party has more Momentum than any other Party, that Party is said to be In Power.
The metaphor eludes me here.
