A plant that is used to devolve hostile organisms at the genetic level, such as removing antibiotic resistance in bacteria, eliminating animal-to-human transmission in viruses, or selectively de-inbreeding dog breeds.

The flavortext description has it doing the opposite of what a manufactory does, but again, I’m rating the backronym not the flavortext. That leaves a plausible device except that “regressive” implies the opposite of futuristic.
