Shouldn’t you be reverting actions that don’t affect the government’s SP instead? If they don’t update all the GNDT variables properly, they haven’t been correctly performed.

I prefer to interpret it as if the actions were done correctly and the gndt is just not reflecting the actual gamestate.

I don’t think that’s a valid interpretation (and a DoV has depended on this in the past, incidentally). An action is performed by updating the GNDT as required. If you only half-update, you haven’t performed the action.
