In the rule “Proxies”, change the text

Proxies cannot make blog posts.

to

Proxies designated as such by subrules of this rule cannot make blog posts.

Unmark the rule “Proxies”

Making it so that, even if another proposal maliciously designates a Scribe as a Proxy, it wouldn’t interfere with their ability to play the game.

note: Wouldn’t it be safer to just say something like “A non-Proxy Scribes may not become a Proxy.”?

Note: No, because another rule could directly contradict that and cause a precedence decision which, given RaichuKFM’s recent willing misinterpretation of this rule, I don’t trust to resolve correctly.

Note: I think the Appendix has pretty clear rules about precedence. (And forgetting that Marked rules don’t have precedence over Core Rules like regular Dynastic rules was not willing misinterpretation.) To get precedence over Clucky’s proposed provision, it would have to be more specific (as, with a shared scope, the negative wins), so a Rule would have to name a Scribe by name who can be/is a Proxy. Which, by this, would also work, if they were designated as such in a subrule. But would require a Proposal specifically doing that to pass.

The willing misinterpretation was interpreting ‘A Proxy is a non-Scribe entity’ as a clause about existing Proxies rather than a definition of the term ‘Proxy’.

Okay. I still don’t think there’d be a chance that Clucky’s proposed clause would be resolved incorrectly, as the Appendix’s criteria on precedence are rather clearcut.

Any other reason not to include a “Non-Proxy Scribes cannot become Proxies; this takes precedence over every other rule” clause, aside from probable unnecessity?

As things are I don’t see any reason a player would want to become a Proxy. That would only leave players becoming Proxies as a sort of malicious action or scam. However, I just had an idea in regards to official positions that might be nice.
