Make a new rule called “Time-Traveling Green Cow”:

If a proposal begins with the text “Be vewy, vewy quiet…. I’m hunting wabbits”, the rest of the proposal is considered to be in the official encryption format of BLO, which shall be chosen by the Stylist. It is the Stylist’s duty to inform all Citizens of BLO how to encrypt and decrypt proposals.
