Proposal: Haunting Werewolves

If there is a rule called “Ghost”, then append the following text to that rule:
If the haunted target of a ghost is a werewolf, and the ghost has haunted that target for at least a day, then once during each consecutive nighttime period of haunting, there is a 1 in 5 chance (as determined by the mayor) that the ghost will witness the villager transform into a werewolf, in which case the Mayor shall privately communicate that to the ghost.
If there is a sub-rule called “Werewolf Prisoners,” then remove that sub-rule.
Add a new sub-rule to 2.3 (Werewolves) called “Werewolf Prisoners”:
During any nightime period, if a living werewolf has an occupation of prisoner, then the Night Watchman, and each of the villagers who possess a set of Gaol Keys, each (assuming their status is Alive) have a 1 in 6 chance to witness the villager transform into a werewolf, as determined by the Mayor, who will notify the werewolf and each witness of the results.

the second part just simplifies my previous proposal, and allows this portion to pass even if the other is voted down because of the business with the keys.
the first part, i figure that ghosts might be able to be slightly more watchful than their human counterparts, since they don’t need to sleep or take breaks. (however, the aether still offers only a tenuous connection at bets…)
