In “Buildings”, delete the phrase “who supports a Party which is in Power”.

Append to “Buildings”:

Coffee Shop (@) For each Block with a Coffee Shop in a Councillor’s Constituency, that Councillor has an Office Efficiency one higher than it would otherwise be.
Newspaper (◊) For each Block with a Newspaper in a Councillor’s Constituency, that Councillor, when identifying a Zoning Target (following rolling the dice but prior to marking the map), may make a comment in the GNDT that they will reroll a die (whether the former or latter is to be rerolled must be specified). If they do so, they must then roll DICE10 and replace the previously specified die roll with the new one.
