Rewrite the second paragraph of the rule “Buildings” to read
As a Staff Action, a Councillor who is part of a Party which is in Power may remove a Zoning Target from the map and replace it with a Building. As a Staff Action which has an additional cost of 1 Will, any Councillor may remove a Zoning Target from the map and replace it with a Building. Valid Buildings are:
