If the either of the phrases “a Councillor who supports a Party” and “a Councillor whose Constituency supports a Party” exists in the ruleset, replace it with:
a Councillor who is part of a Party
Counterpoint to the previous proposal. It’s being “part of” the ruling party that lets you build anywhere in Auld Anchorage. The people of Northill supporting Strange under a Charm Councillor shouldn’t allow that Councillor to build in Herreshoff, under a Strange Government.
