Proposal: Absolutely Kudzu

In the rule “Campaign”, replace “As a Staff Action” with “As a Staff Action which is also an Atomic Action”, and add the sentence:-
If the new Party has Grassroots Support, the Councillor may then choose another block of Auld Anchorage and change its Party to the Party with Grassroots Support, as long as at least one adjacent block is of that Party.
Replace “If a single Party has more Momentum than any other Party, that Party is said to be In Power.” with:-
If a single Party has more Momentum than any other Party, that Party is said to have Grassroots Support.
Suggesting a clearer metaphor for Momentum, as I don’t understand the current one - this makes it how much momentum-towards-power a Party has, and allows its Campaigns to spread twice as fast.
This is significantly less useful than being In Power, and doesn’t provide a strong enough incentive to be of a Party other than the one with the most blocks (which is unlikely to change without concerted effort). That was my goal with creating Momentum in the first place.
