In “Gerrymander”, replace “If the Constituency being changed from is represented by a Councillor other than the Councillor taking the action, then the block now supports no Party.” with:
If the Constituency being changed to is represented by the Councillor taking the action, then the block now supports no Party.
Looks like the Party-blanking penalty may be deterring good old-fashioned election-rigging gerrymandering of distant boroughs. Changing it from “blanked if you take it from someone else” to “blanked if you give it to yourself”.
