Proposal: Councillor Support

In the Rule, “Buildings”, change:

a Councillor who supports a Party

to

a Councillor whose Constituency supports a Party

The Ruleset does not currently say that a Councillor “supports” a party but rather has “joined” or “is a member of”. Constituencies support parties;  blocks support parties; councillors do not. This rule will fix this inconsistency. Replacing Zoning Targets with Buildings requires SUPPORT, which does not exist for Councillors.

Each Councillor is also “part of one of the four Parties”, which is what was intended here. (The stat isn’t otherwise doing anything.)

If you’re “part of” the Strange Party but everyone in your constituency supports the Charm Party, does it make more thematic sense that you can persuade the Strange Party or the Charm Party to construct buildings anywhere in the city?
