In “Staff”, replace “As a Daily Communal Action, any Councillor may increase every Councillor’s Ready Staff by that Councillor’s Office Efficiency.” with:

As a Daily Communal Action, any Councillor may Brief every Councillor. Briefing a Councillor means increasing their Ready Staff by their Office Efficiency.

It was noted at the time of proposal that this wording was ambiguous - I’m not sure if Matt giving me 2 Ready Staff from my 3 Staff just now was a mistake or an intentional reading as “increase Kevan’s Ready Staff by Matt’s Office Efficiency”.

I have been doing the latter (unintentionally) because of the ambiguity of “their”. I don’t think your rewording completely solves the ambiguity problem, but does mitigate it. Your revised wording could be read as “Briefing a Councillor means increasing the Briefed Councillor’s Ready Staff by the Briefing Councillor’s Office Efficiency.” Maybe some more precise wording is in-order.
