To “Party Lines”, add:-

If they have not done so already during the dynasty, a Councillor may change their Party to the Party supported by more Blocks than any other in the Constituency they represent.

Could make it a Will cost, or something. It just seemed like the kind of thing that players (specifically those whose early Party pick was in retrospect a mistake) would only really want to change once.
