In the rule “Institutions”, replace:
The Legion: When a player Influences the Legion, they gain 2 Power and 1 Marine.
with:
The Legion: No marines may be directed to The Legion. When a player Influences the Legion, they gain 2 Power and 1 Marine.

1. Influence Legion, gain 2 power and first and only Marine
2. Send Marine back at Legion, guaranteeing Influence and thus the next Marine along with 2 more power

The Legion is not the only source of Marines. If someone has a monopole of Marines and no one try to stop them, why should they be punished?
For the moment, the Legion is the only Powered source of Marines. Additionally, I think this is a wise move either way - It creates a more flowing and balanced game.
I don’t get your reasoning SPC. The black market is already providing another Marine source. Sure its unpowered, but it will be powered next round and once this changes the legion will be unpowered. Plus you can use the courthouse to break the stranglehold. I’d rather see more marine sources than nerfing the ones we have.
I think the mechanic of one player controlling the Legion while others try to break the lock is a good one. However, it might be good to reduce or eliminate the Power gained from influencing the Legion.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
