Proposal: Topped Off again

Times out and passes 3-1. -Bucky

Adminned at 03 Dec 2014 16:29:32 UTC

In the rule “Fuel”, change the text

As a weekly action, a Shuttle may gain 3 Fuel, or 6 Fuel if a Proposal of theirs has been enacted during the previous seven days.

to

Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action.  The Traffic Warden may gain Fuel in this way even if it has 15 or more Fuel.  Each Shuttle may, as a separate weekly action, gain 4 Fuel if they are the author of a Proposal that became enacted in the last 7 days but after the last time they took this action (or after the start of the dynasty if they have never taken this acton).

The author of this proposal gains no Fuel for its enactment.

Combining the fuel limit with the change to weekly proposal rewards.  Also bumping the proposal reward to 4 in order to remove ambiguity between the regular and bonus fuel gains.

Call for Judgment: Authorization to choose values

Enacted, 4-0 after more than 48 hours. -Bucky

Adminned at 05 Dec 2014 03:19:59 UTC

The “Market Values” proposal and “Worth of Substances” rule require me to track Minimum and Maximum values.  However, they don’t explicitly authorize me to choose those values in the first place.

I have assumed this means they aren’t Gamestate, and I can therefore change them as I wish.  This may be incorrect.

Therefore:
The Traffic Warden shall, as soon as is practical after this CfJ passes, set minimum and maximum values for each Substance that requires them.  The chosen values must be consistent with the values already revealed on the Market Values page.

Proposal: School of Hard Knock-Ons.

Timed out quorum, 5 votes to 0. Enacted by Kevan.

Adminned at 02 Dec 2014 10:24:29 UTC

Add a new Dynastic Rule to the Ruleset.  Call it “Deflecting” and give it the following text:

As a Knock-On Action, a Shuttle can Deflect another Shuttle in the same orbit.  They decrease the other Shuttle’s Orbit Number by 1 and increase their own Orbit Number by 1.  They may then take a bonus Knock-On Action.  If they do, they must skip any further Knock-On Actions that the bonus Knock-On Action would permit.

In the rule “Navigation” remove the text

Orbits with the same Moon are equivalent modulo the Moon’s Orbital Size; that is, if an Orbit would have an Orbit Number larger than its Moon’s Orbital Size, instead divide its Orbit Number by the Orbital Size and set the Orbital Number to the remainder, or to the Orbital Size if the remainder is 0.

Then add the following text to the end of the rule:

Orbits with the same Moon are equivalent modulo the Moon’s Orbital Size; that is, if an Orbit would have an Orbit Number larger than its Moon’s Orbital Size or less than 1, instead divide its Orbit Number by the Orbital Size and set the Orbital Number to the remainder, or to the Orbital Size if the remainder is 0.

Proposal: Market Values fixes

Timed out at quorum, 5 votes to 0. Enacted by Kevan.

Adminned at 02 Dec 2014 10:22:52 UTC

If “Worth of Substances” is a rule, replace “Each Substance has a Minimum Worth between 1 and 10 and a Maximum Worth between the Minimum Worth and 30” with

Each Substance has a Minimum Worth between 1 and 5 and a Maximum Worth between the Minimum Worth and 8

If “Trading Posts” is a rule, get rid of the text “as a daily action” within it. After the sentence that ends “another substance that is of equal worth,” add

A Shuttle may only do this if the last trade they made was not at the same trading post.

Note that if inter-moon travel retains your Orbit Number then this fix becomes useless. Also, this fix removes the ability to trade multiple Substances at one trading post (before you would just do many trades but not anymore).

Proposal: Cobra Mk III Effect

Passes 6-0 with quorum FOR. -Bucky

Adminned at 01 Dec 2014 02:48:06 UTC

In the rule “Fuel”, replace “Each Shuttle may gain 3 Fuel as a weekly action. Whenever a Proposal becomes Enacted, unless the Proposal’s text states otherwise, its author gains 2 Fuel.” with:-

As a weekly action, a Shuttle may gain 3 Fuel, or 6 Fuel if a Proposal of theirs has been enacted during the previous seven days.

Am starting to feel the burr of the grindstone here - it’s an incentive to make proposals as mild and inoffensive as possible, because controversial proposals cost the proposer 2 Fuel when they fail.

Shields Up

Ugh, we just had a spam blog entry (“Hey Friends, Now, You can find any new video/mp3 at [...] and simply download in just single click.”), which I’ve deleted. While banning the freshly created account I realised that we’ve had one thousand new EE accounts created and lurking since the ExpressionEngine upgrade - they’ve been arriving from the 3rd of November onwards, at a rate of hundreds per day. I’ve gone ahead and disabled new member registration temporarily, in case that spambot had returned the good news to its masters and an army had been mobilised. (If any humans are reading this and want to join the game, just contact an admin through other channels and we’ll sort something out.)

Prior to the EE upgrade we weren’t getting any spammers - I don’t know if that was security through obscurity, or if things were set up differently. Our current setup uses what seems to be a default captcha, which I assume has been cracked. I’ll take a look at replacing it with reCAPTCHA later today, unless any better suggestions are made in comments.

Proposal: Topped Off

Times out and passes, 4-1. Wording too vague to result in rule changes.-Bucky

Adminned at 01 Dec 2014 02:38:56 UTC

In

Each Shuttle may gain 3 Fuel as a weekly action.

to

Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action.  The Traffic Warden may gain Fuel in this way even if it has 15 or more Fuel.

This gives the pile sitting on the starting point a reason to leave rather than continuously stockpiling fuel.  Shuttles with full tanks can still get additional fuel from proposal bonuses.

The reason for the Traffic Warden exception is to compensate new players for all the refuels they’ve missed out on, not just the first five.

Proposal: I Heard You Like Thrusters

Times out and passes 6-0.  +2 Fuel. -Bucky

Adminned at 01 Dec 2014 02:30:42 UTC

Add a new subrule to the rule “Local Maneuvring”, called “Orbital Dockyards”:-

An Orbital Dockyard is a type of Structure. If a Shuttle’s Orbit contains an Orbital Dockyard, that Shuttle may spend 1 tonne of any Substance to replace one of their own XDICEY Thrusters with an ADICEB Thruster, where “A” and “B” are positive integers whose sum is equal to “X” plus “Y”.

After “and a maximum value of at most 12.” in rule “Local Maneuvring”, add:-

A DICEX Thruster may also be considered to be a 1DICEX Thruster.

Select a random Orbit on Ganymede that contains no Structures, and a random Orbit on Europa that contains no Structures, and add an Orbital Dockyard to each of those Orbits.

Proposal: Market Values

Times out and passes 4-0.  +2 Fuel.-Bucky

Adminned at 30 Nov 2014 20:06:34 UTC

If “Orbit Contents” is a rule:

Add a new rule titled “Worth of Substances”:

Each Substance has a Minimum Worth between 1 and 10 and a Maximum Worth between the Minimum Worth and 30; these are tracked privately by the Traffic Warden. Each substance also has a Market Value, which is different for each Moon. Market Value is tracked in the subsection of the “Market Values” wiki page corresponding to that Orbit’s Moon.

The Market Values wiki page is considered gamestate and may only be modified in ways allowed by the rules.

If there is a Moon without a section on the Market Values page, any Shuttle may add an empty section to it for that Moon.  For each section of the Market Values page, for any Substance S not mentioned within that section excluding Iron, any player may add the text “One S is worth: - Iron” to that subsection. That text shall be referred to as the “Sentence of Value” for that Substance.

As a weekly action, for each Substance and each Moon, the Traffic Warden should privately choose a random number between that Substance’s Minimum Worth and Maximum Worth, inclusive, to be that Substance’s Market Value for that Moon. The Traffic Warden shall then change the numeral (or hyphen) within the Sentence of Value to reflect the current Market Value.

The Substances are:
• Sulfur
• Ice
• Iron

Add a new rule titled “Trading Posts”:

A Trading Post is a type of Structure. If a Shuttle’s Orbit contains a Trading Post, that Shuttle may, as a daily action, exchange any amount of one Substance for an amount of another Substance that is of equal worth. An amount of Substance’s total worth is calculated as its Market Value in that Orbit times the quantity of Substance.

Blank the Market Values wiki page, then add “Io”, “Europa”, “Ganymede”, and “Callisto” sections to it. Add Sentences of Value for each Substance within each section.

Add a Trading Post to each Orbit with an Orbit Number of 5.

Hum…here’s my second attempt at some kind of trading mechanism. I still kind of want some inter-shuttle trading later, but I figure we should get trading going on on the ground before we require interaction.

Proposal: Veto Cannon

Times out and fails 3-3. -Bucky

Adminned at 29 Nov 2014 03:58:33 UTC

Add a new Dynastic Rule to the Ruleset.  Call it “Express Veto” and give it the following text:

The Traffic Warden may fail Vetoed proposals that aren’t the oldest pending proposal. The Traffic Warden should do so if and only if the proposal was vetoed because it did not fit with his plans for the dynasty.

Proposal rewards + shepherding vetoes => particularly active Shuttles have an incentive to avoid spending proposal slots on proposals that push the boundaries.  I want to lessen this incentive.

The fast veto is dynastic this time because the proposal rewards probably won’t survive into the next dynasty.

Proposal: A Less Empty Vacuum

Passes 7-0 with Quorum FOR. -Bucky

Adminned at 27 Nov 2014 21:23:51 UTC

Add a new Dynastic Rule called “Orbit Contents” with the following text:

Orbits can contain things other than shuttles.  These are tracked in the subsection of the “Orbit Contents” wiki page corresponding to that orbit.  If there is an Orbit without a subsection on the Orbit Contents page, any Shuttle may add an empty subsection to it for that Orbit.

The Orbit Contents wiki page is considered gamestate and may only be modified in ways allowed by the rules.

Structures are one category of object that an Orbit might contain. An Orbit can contain at most one Structure; if an Orbit contains a Structure, any attempt to add additional Structures fails.

Blank the Orbit Contents wiki page, then add “Io”, “Europa”, “Ganymede”, “Callisto” and “Other” sections to it.  Then add a subsection for each Orbit to the appropriate section.

In the rule “Shipping”, replace the text “If the Orbit Number of a Shuttle’s Orbit is 1,” with “Space Elevators are a type of Structure.  If a Shuttle’s Orbit contains a Space Elevator,”

Add a Space Elevator to every Orbit with an Orbit Number of 1.

Proposal: Space Jockey

Times out and passes 5-0. +2 Fuel. -Bucky

Adminned at 27 Nov 2014 21:14:00 UTC

Remove the sentence “The Traffic Warden may cause any Proxy to act at any time, and should do so to keep the game running smoothly.” from the ruleset.

Proposal: Story Time

Passes 7-0 with Quorum FOR. No Fuel awarded. -Bucky

Adminned at 27 Nov 2014 02:32:36 UTC

Add 21 Sulfur to the Bay of MC Keitalia.

The author of this proposal gains no Fuel for its enactment.

MC Keitalia was a hauler from the early years of the Jovian colony.  Her greedy captain loaded her with as much cargo as she could carry and bought exactly as much fuel as he needed to reach Callisto.  As soon as she got up to speed, she found her exit vector blocked by the solar sail of an incoming colony ship.  She burnt all her remaining fuel in a collision-avoidance maneuver and was stranded in Ganymede orbit.

The loss of MC Keitalia led the Jovian Authority to commission our modern orbital fuel-delivery service.

Proposal: Kessler Syndrome

Passes 7-0 with Quorum FOR.  +2 Fuel. -Bucky

Adminned at 27 Nov 2014 02:30:13 UTC

If a rule exists called “Once-an-Orbit Actions”, repeal it.

To the last paragraph of the rule “Local Maneuvering”, add:-

The Shuttle may then optionally perform a single Knock-On Action.

In the rule “Derelicts”, replace the sentence beginning “Any Shuttle with the same Orbit as a Derelict” with:

Any Shuttle with the same Orbit as a Derelict may, as a Knock-On Action, cause that Derelict to take a GNDT action.

Changing the “take an action any time between two manoeuvres” mechanic to “take an action immediately after a manoeuvre”, given that we aren’t keeping visible track of whether players have taken that action or not.

(“Once-an-Orbit” seems like an unintuitive name for these actions because a player could easily perform many Once-an-Orbit actions during a single “Orbit” of a moon, if the metaphor for Orbit Numbers is that going from 1 to 20 and back to 1 will take you around Ganymede once.)

Proposal: Orbital Decay

Self-Killed. -Bucky

Adminned at 27 Nov 2014 02:27:21 UTC

Add a new rule entitled “Landing”, with the following text:

If a Shuttle has zero Fuel for 48 consecutive hours, the numerical portion of its Orbit (if it has one) shall be changed to “[L]”, indicating that it is Landed on the Moon’s surface. A Landed Shuttle may at any time spend 2 Fuel (that it has acquired after Landing) to regain a normal Orbit, at which time it will replace “[L]” in its Orbit with the result of a 1DICEX roll, where X is the Orbital Size of the Shuttle’s current Moon.

Proposal: Trading (sort of)

Self-Killed. -Bucky

Adminned at 27 Nov 2014 02:26:09 UTC

If “Shipping” is a rule, add a new rule, “Trading”:

If two Shuttles are in the same Orbit, one (the Trader) can as a daily action Trade one set of Substances that the Trader owns with another that the other Shuttle (the Recipient) owns of equal worth. The Recipient does not have to give their consent to Trade. Worth is calculated as follows:

One tonne of Ice is worth two tonnes of Iron.
One tonne of Iron is worth three tonnes of Sulfur.
One tonne of Ice is worth five tonnes of Sulfur.

If a Substance’s worth is not enumerated, then a Trade involving that Substance cannot be made.

Consent is not necessary because it would make dealing with sleeping players difficult.

Ignore this, sorry

Sorry, ignore this

Proposal: Bang!

Vetoed.-Bucky

Adminned at 27 Nov 2014 02:24:05 UTC

In the rule “Navigation”, replace

“An Orbit is a Moon (tracked as the first letter of the Moon’s name) followed by an Orbit Number from 1 to the Moon’s Orbital Size. New Shuttles start in Orbit G20.”

with

“An Orbit is a Moon (tracked as the first letter of the Moon’s name) followed by an Orbit Number from 0 to the Moon’s Orbital Size. New Shuttles start in Orbit G0.”

Add a new rule entitled “Crashing” with the following text:

If 2 or more Shuttles have the same Orbit and that Orbit is not G0, reset all columns of that Shuttle

Proposal: Making Actions Easier

Passes 5-0 with Quorum FOR after 47 hours. -Bucky

Adminned at 27 Nov 2014 02:20:43 UTC

Add a new rule, “Once-an-Orbit Actions”:

If a game action is a Once-an-Orbit Action, each Shuttle able to perform it may take that action if and only if they have not already taken that action since changing Orbits.

If “Derelicts” is a rule, reword it to read:

Derelicts are a type of Proxy.  Any Shuttle with the same Orbit as a Derelict, as a Once-an-Orbit Action, may cause that Derelict to take a GNDT action.

There are three Derelicts: MC Geran, MC Damanor and MC Keitalia.

I’m not sure whether this should be a keyword or not, but I figure since it’s dynasty specific we probably want to make it a regular rule.

Request for unildling

Sorry about leaving, I was really busy. Now is not so busy, so hopefully I’ll be able to play.

Proposal: Rehabilitating Proxies

Passes 5-0 with Quorum FOR. -Bucky

Adminned at 25 Nov 2014 20:38:14 UTC

Rename the rule “The Assistant Referees” to “Proxies”.  Remove the text “The Traffic Warden is considered to be a Shuttle for this rule and its subrules” from it.

Add a new subrule to the rule “Proxies.  Call it “Derelicts” and give it the following text:

Derelicts are a type of Proxy.  Any Shuttle with the same Orbit as a Derelict may cause that Derelict to take a GNDT action, if they have not done so since they last changed Orbits.

There are three Derelicts: MC Geran, MC Damanor and MC Keitalia.

Set MC Damanor’s Fuel to 10, and the other Derelicts’ Fuel to 0.  Set MC Geran’s Orbit to I3, MC Damanor’s orbit to E7 and MC Keitalia’s orbit to G14.

If there is an “Engine” GNDT column, give MC Geran a DICE2 Thruster, MC Damanor a 2DICE3 Thruster and MC Keitalia a DICE4 Thruster and a DICE8 Thruster, instead of the normal initial Engine.

Trivia: The Mc- prefix for NPCs comes from the McNally faction in Clucky I.

Proposal: Start Your Engines

Passes 5–0 with Quorum FOR. –Seventy-Fifth Trombone

Adminned at 25 Nov 2014 20:03:40 UTC

Add the following text to the end of the first paragraph of the rule “Navigation”:

Orbits with the same Moon are equivalent modulo the Moon’s Orbital Size; that is, if an Orbit would have an Orbit Number larger than its Moon’s Orbital Size, instead divide its Orbit Number by the Orbital Size and set the Orbital Number to the remainder, or to the Orbital Size if the remainder is 0.

If there is no rule “Thrusters”, Add a new dynastic rule to the ruleset.  Call it ‘Local Maneuvering’ and give it the following text:

Each Shuttle has between one and three Thrusters, tracked in the GNDT in the column ‘Engine’.  A Thruster is a valid dice formula with a minimum value of at least 1 and a maximum value of at most 12.  Thrusters may not be of the form XDICE1 for any number X.
New Shuttles start with a DICE4 Thruster.  A Shuttle cannot under any circumstances lose or trade away its last Thruster.

A Thruster is Overcharged if its maximum value is at least 61% of the Orbital Size of its Shuttle’s Moon.  As a special exception, DICE4 and 2DICE2 Thrusters are not considered Overcharged in Io Orbits.

A Shuttle may spend 1 Fuel to Maneuver.  They roll the dice for each of their non-Overcharged Thrusters that they have not used to change Orbits in the last 20 hours.  If there are no such Thrusters, they cannot Maneuver.  They then select the result of one roll and increase their Orbit Number by that amount.

Then, if there is a rule “Local Maneuvering”, Give each Shuttle a single DICE4 Thruster as its Engine.

The author of this proposal gains no Fuel for its enactment.

Dynastic Direction

Here’s my list of things I plan to eventually propose this dynasty if someone else doesn’t get there first:
* Maneuvering, using Fuel (done)
** Customizable thrusters (partly proposed)
* Re-introduce some Proxies (done)
* Space Stations, a reason to visit many orbits (being replaced by Structures)
* Hiveminds, a way to temporarily team up with other players.

Proposal: Pod Bay Doors

Passes 5-0 with Quorum FOR. –Seventy-Fifth Trombone

Adminned at 25 Nov 2014 20:00:33 UTC

Add a new rule, “Shipping”:-

Each Shuttle has a Bay, which may contain zero or more tonnes of each Substance which a rule allows to be added to a Shuttle Bay. A Shuttle’s Bay contents are tracked in the “Bay” column of the GNDT, in a suggested format of “1 Sulphur, 2 Ice”. Shuttles default to having an empty Bay.

If the Orbit Number of a Shuttle’s Orbit is 1, it may spend 1 Fuel to take the following action corresponding to its Orbit’s Moon:-

  • Io: Mine Sulphur, the Shuttle adding 1 tonne of Sulphur to its Bay.
  • Europa: Mine Ice, the Shuttle adding 1 tonne of Ice to its Bay.
  • Ganymede: Mine Iron or Ice, the Shuttle adding 1 tonne of the chosen Substance to its Bay.
  • Callisto: CLASSIFIED. Nothing happens.

Proposal: Now, Voyager

Self-killed, failed by Kevan.

Adminned at 25 Nov 2014 11:02:13 UTC

To the rule “Navigation”, add:-

If the Orbit Number of Shuttle’s Orbit is greater than the Orbital Size of its Orbit’s Moon, then that Shuttle is Adrift.

Replace “an Orbit Number from 1 to the Moon’s Orbital Size” with “an Orbit Number from 1 to 50”.

Add a subrule to “Navigation” called “Thrusters”:-

A Shuttle may pay 1 Fuel to increase the Orbit Number of its own Orbit by up to 5. A Shuttle may decrease the Orbit Number of its own Orbit at any time.

If a Shuttle is Adrift, it may spend 1 Fuel to change the Moon of its Orbit to any Moon.

Proposal: DoV Failure Without Prejudice

In the rule “Victory and Ascension”, change the text “When a DoV is failed, the Shuttle who posted it” to “When a DoV is failed, if it had at least one AGAINST vote, the Shuttle who posted it”

This might be relevant if
* a DoV fails to attract a Quorum of votes but has no opposition
* a DoV is failed out-of-sequence by a CfJ
* a DoV is failed by the passing of another DoV, and its author quickly achieves victory in the new dynasty

Proposal: The Basics

Add a new Dynastic Rule to the Ruleset.  Call it “Fuel” and give it the following text:

Each Shuttle has an amount of Fuel, tracked in the “Fuel” column of the GNDT. New Shuttles start with 2 Fuel or the amount of Fuel the Traffic Warden has, whichever is higher.

Each Shuttle may gain 3 Fuel as a weekly action.  Whenever a Proposal becomes Enacted, unless the Proposal’s text states otherwise, its author gains 2 Fuel.

Add a new Dynastic Rule to the Ruleset.  Call it “Navigation” and give it the following text:

There are four Moons, Io, Europa, Ganymede and Callisto.  Each Moon has an Orbital Size: 5 for Io, 10 for Europa, 20 for Ganymede and 1 for Callisto.

Each Shuttle has an Orbit, tracked in the GNDT.  An Orbit is a Moon (tracked as the first letter of the Moon’s name) followed by an Orbit Number from 1 to the Moon’s Orbital Size.  New Shuttles start in Orbit G20.

Add a new sub rule to the rule “Navigation”.  Call it “Restricted Area” and give it the following text:

Only the Traffic Warden may have orbit C1.

Set all Shuttles’ Orbit to G20.  Set the Traffic Warden’s Orbit to C1.  Set all Shuttles’ Fuel to 2.  The author of this proposal does not gain Fuel when it becomes enacted.

Ascension Address: Awakening

On behalf of the Jovian Authority, I welcome the newest batch of Gnome-class autonomous service craft to the system.  As self-owned AIs, you don’t have to worry about the usual immigration paperwork.  Just please be aware that Callisto orbit is off-limits to unauthorized vessels and that it’s considered rude to use your anti-meteoroid devices to nudge other spacecraft.

Repeal all Dynastic Rules except for “The Assistant Referees” (do not keep its subrule, “List of Proxies”).  Change Coach to Traffic Warden and Player to Shuttle.

ALERT: Some content from tonight may have been lost

There’s a 20–40 minute span tonight where if you commented, it may have disappeared. I have a backup of most of that span and will try to check to see if anything was in fact lost.

more Score than each other non-Proxy Player

Proposal: Offside Timing Clarification

to

If a Player attempts to Kick the Ball to a Player that is not in the same Position or an Adjacent Position to the kicking Player, then the Ball instead becomes Out of Play

This affects the deadline endgame; as the rule is now, an offside pass to the lead player would arguably cause them to momentarily achieve victory before the ball left play.

Maintenance phase I complete

Well, that was among the worst things I’ve ever done on a computer, but six and a half hours later, it’s done. There’s a new wiki at http://wiki.blognomic.com/, and the blog is now running the latest version of ExpressionEngine on PHP 5.4.

Things should be about like normal on the blog, although the editing interface has changed and we’ve lost some of our canned text snippets. I might try to get those back later this week.

The Wiki will probably require some work. I haven’t gotten the images out of the old one yet; I hope to be able to do it this week. The old wiki is broken now, but I can still run it on my local machine or look at the raw database, so we should be okay. I created wiki accounts for those few active players that had preexisting ones on the old wiki. I made Kevan an admin, but Bucky, I didn’t make you one yet, because the email address you had on file made me hesitate. If you’ll post here acknowledging that you got the creation email and have control of that account, I’ll promote you.

Do post here or email me (.(JavaScript must be enabled to view this email address)) with any weirdnesses that need fixing, and I’ll get to them ASAP.
