Proposal: Capital gains

Remove Money from the list of assets, and from all EMs’ assets. After that list, add:

Each EM has an amount of Capital, tracked in the GNDT. A “Money” is a synonym for “100 Capital”. At any time, an EM may exchange 100 Capital for an Asset of their choice.

Set each EM’s Capital to the number of Money assets they had before enacting this proposal, times 100.

Replace all instances of “Money Asset” with “Money”.

Repeal the “Benefits” rule.

Replace “At any time, an EM can declare a Revolution and lose 1 of their Assets to change all of their Assets to Money.” with “At any time, an EM can declare a Revolution to remove all their Assets and increase their Capital by 70 times the number of Assets they had.”

Add, as a second bullet point, in the list of steps for Advancing the Year:

* Increasing each EM’s Capital by their IO.

Makes IO relevant, and makes the commons more tragic??

An EM with 4 or more Assets may spend a Money to shuttle supplies to and develop new technologies for life on Mars. This increase is tracked in the GNDT under “MP”, defaults to 0, and can be referred to as “Mars Power” or “MP”.

Fitting that we should begin the race to colonize Mars on this, the 21st day of March, in the 54th year of our century! (A countdown date.)

Add a new rule called “The Big Race” with:

An EM, 72 hours after this rule was added to the Ruleset, can declare that The Big Race Begins, by making a blog post with “The Big Race Begins” as its title.

After 168 hours of that post, an EM can declare that The Big Race Ends, by making a blog post with “The Big Race Ends” as its title. A Race Winner can gain any non-negative integer amount of Merit Assets (up to 5) as an Annual Action.

If I understand what happened: the interaction of

This action is Propaganda, and is an Annual Action.

was concerning enough to TyGuy6 to write up the Finity CfJ, and then was used by Kevan to Propaganda many times in one year, the reasoning being that “an EM may X, if Y” doesn’t imply that not-Y means that an EM may not X.

I disagree with this interpretation because (cribbing off my Finity comments):
* I interpret “The Ruleset and Gamestate can only be altered in manners specified by the Ruleset.” as meaning that actions are not allowed by default, which does mean that not-Y means that an EM may not X.
* “an EM may X, if Y” would be meaningless otherwise. Grice’s maxim of quantity applies here; usual usage is that not-Y implies may-not-X, because why write it if it didn’t imply it?

If we did want to read everything as being very literal, Propaganda may not even be an action that can be taken at all. Nothing says you may do it, just that it’s an effect of having Influence- but how does one activate the effect? Down the road of trying to rigorously interpret English lies madness.

Set the Year to 2153, the MGTA to 333, and all GNDT values to those before Kevan’s 26/10 11:19 change. Then, advance the year.

So, because of all of my drilling, the MGTA has been multiplied by 1.1^153, which is 2153182.43942, which should mean that the MGTA is well, well above 4000.

I actually don’t know how Kevan’s loophole works, and my defense for triggering the MGTA losecon will depend on their defense for their attempt to win via Propagandaing us all. Reword the “End of the World!” rule to:-

If the MGTA is above 4000 and no Energy Minister has achieved victory in the current dynasty, the UNSG may Collapse Civilisation. When Civilisation Collapses, the following steps occur in order: the Industry rule is repealed, each Survivor’s Mettle is set to the number of Military Assets they have, all dynastic rules except this one are repealed, Energy Ministers are renamed to “Survivors” throughout the ruleset, and this paragraph is removed from the ruleset.

If no rule exists called “Industry”, then each Survivor has a numeric Mettle score, tracked in the GNDT and defaulting to zero.

Per comments on Hot Dog, I’d rather know what will happen when the MGTA hits 4000: is it a new dynasty with all progress lost, a complete continuation of this one, or somewhere in between?

Deliberately easy to counterplay by just getting more -ium. And that itself is counterable by Propaganda/Attacking to keep them down. But there’s a lot of interaction involved there, and interaction seems good to have.

Lower emissions suggestion to my fellow EMs

We’re all going to soon hit 5 Assets which is the maximum. Once you hit that amount, I suggest having you all switch one of your Moneys to Green Policy, because you can’t claim the >=30 IO benefit anymore (more Assets), but you can claim the <30 IO benefit (which is swapping Assets, and you can use it to swap out Green Policy itself if you ever need to get more Money again).

Or you could go 5 x Green Policy and before it’s time for your Leap Action, do a Revolution, then claim your cash, and you’re back to 5 x Money again. (This seems more vulnerable to being punished by future rule changes though).

Normally I let everything slide because it could become useful, but I want to propose something about this in a certain way, so I’m going to plug it. You can cast a vote per comment, it’s just the latest one which counts for Popular/Unpopular. So yeah, a bajillion comments, a bajillion x 5 increase to MGTA.

Each EM may cast one Vote on a Votable Matter by making a comment to the Official Post that comprises that Votable Matter using a voting icon of FOR, AGAINST, or DEFERENTIAL.

Also, changing from 5 to 10 because I just prefer more lol.

Create a rule named Teleportation Protocol:

In this age of revolutionary new technologies, teleportation is a must for most international leaders and businessmen. It’s not all that expensive, but due to the fact that it produces small quantities of radioactive waste matter it is banned from use in everyday contexts. For VIPs, the time saved and the convenience of in-person meetings can be considered worth the impact, and may even be required, more than expected.

A Proposal with the [Teleport] or [Teleportation] tag is a Teleportation Proposal. Whenever a Teleportation Proposal is resolved, the MGTA increases by 5 for each vote cast on that Proposal. The resolving Admin is encouraged to also resolve and report this change.

As long as a Proposal is not a Teleportation Proposal and has not been voted on by every EM, it has an additional AGAINST vote, automatically. (This vote counts as being “cast”, but that doesn’t appear to speed up “Unpopular” resolution.)

However, the Moral variable for its creator will always default to a value of 100. The names of Moral variables are strings up to 20 characters long that can only contain alphabetical characters and up to one space.

Create a new rule called “Mystery Variable”:

EMs have a Mystery Variable, which is an integer tracked in the GNDT. Once per dynasty, an EM can set their Mystery Variable to a number that isn’t 0. An EM cannot take dynastic actions unless their Mystery Variable has been set in this way. A Mystery Variable defaults to 0.

If the current month is November and this paragraph hasn’t been removed, new proposals must propose to remove this paragraph (ie. this one starting with “If the current month (...)” and ending with “(...) meaning to the game”). This paragraph should be removed along having the Mystery Variable renamed along having it given a further meaning to the game.

Proposal: In which it gets to ya

Replace “The mean global temperature anomaly (MGTA) is X.”, where X is a number, with “The mean global temperature anomaly (MGTA), measured in millikelvin, is Y.”, where Y is 1000 times X.

Remove the final bullet point from the list of bullet points comprising Advancing a Year, and then add:

* Increasing the MGTA by the sum of the IO of all Energy Ministers.
* Rolling DICE8000 in the GNDT for each Energy Minister. If that roll is less than the MGTA, remove a random Asset from that Energy Minister.
* Making a post to the blog indicating that the Year has been Advanced.

Dividing and multiplying by 1000 is going to get old. The tragedy of the commons here can always be tuned.

Add to “Power and Assets”:

A EM can acquire a Special Asset they satisfy the Requirements for by spending 1 Money and swapping a Root Asset for that Special Asset they have for it. A Special Asset’s Requirements are to be fulfilled by the sum of the EMs that are part of their Continent. The following are Special Assets, and their Requirements (in brackets), and its Root Asset (in parenthesis):

- Oil Rigs [Technology x 4] (Technology): Increase your IO by 30 upon acquiring this. Decrease your IO by 30 upon losing this.
- Eden Design [Green Policy x 4] (Green Policy): Decrease your IO by 30 upon acquiring this. Increase your IO by 30 upon losing this.
- Nuclear Weaponry [Military x 1, Technology x 1] (Military): When you successfully Attack another EM, choose any amount of EMs that share their Continent. Those EMs also lose an Asset.
- Imperialism [Influence x 2 Military x 2 Privileged x 2 Control x 2] (Influence): When you successfully Propaganda another EM, transfer an Asset of your choice from them to yourself instead of making them lose an Asset.

Teaming up in a continent helps everyone involved to get cooler Assets, but makes you vulnerable to having you all nuked at the same time.

When the MGTA reaches a value of 1.5 or higher from a value below 1.5, The Ocean Explodes, Everything Dies Horribly (for Real) and the World Ends. When the World Ends, a Metadynasty begins with no EM as its UNSG, all dynastic rules repealed, no changes to the Active/Inactive state of Special Case Rules, along the following amendments:

“all Energy Minister (abbreviated EM) shall obey it” to “all Survivahs shall obey it” and “known as the UN Secretary-General (abbreviated UNSG).” to “known as the Emprah.”

and EMs renamed to “Survivah” and UNSG to “Emprah” throughout the Ruleset

Each EM with an IO set above 30 may add 1 Money to their Assets as a weekly action. Each EM with an IO set below 12 may change one of its Assets to Money as a weekly action.

Simplifying the fiddly assets/power/slots/maybe-assets-are-in-slots-maybe-not system to just a list of Assets: count them to see what your Power is. Revolution and Benefits can both be reframed in simple terms of fluid Money, with Benefits allowing high-IO nations to pump up their Power, while low-IO Nations can be nimble about repurposing obsolete Assets.

Making Revolution more of a reset, plugging a non-slotted Asset loophole, and creating a payoff for having high and low IO.

Add a new rule called “Power and Assets” with:

Each EM has an amount of Power, which is also the amount of Asset slots they have, which can have one Asset in them each. An EM defaults to having 5 Power. Assets are tracked in the GNDT under a column called “Assets”, with empty slots tracked as hyphens. Once per dynasty, a EM can fill three or less of their empty Asset slots with Assets of their choice. The following are Assets and their effects (if any):

- Money: You can swap a Money you have for an Asset of your choice.
- Military: Choose an EM with less Military Assets than you. That EM loses an Asset of your choice (if they have any). This action is Attacking, and is a weekly action.
- Influence: Choose an EM with less Influence Assets than you. That EM loses an Asset of your choice (if they have any). This action is Propaganda, and is a weekly action
- Technology: Increase your IO by 10 upon acquiring this. Decrease your IO by 10 upon losing this.
- Green Policies: Decrease your IO by 10 upon acquiring this (your IO can be negative with this). Increase your IO by 10 upon losing this.
- Control: If you have two or more Control Assets, you cannot be the target of Propaganda.
- Privileged: If you have two or more Privileged Assets, you cannot be the target of Attacks.

An EM can declare a Revolution and lower their Power by 1 to gain 3 (or less) Assets of their choice.

 

Power mechanically is intended to be similar to “lives” in videogames, with Revolutions being “respawning”. Combat and conflict is fun but I’d like to avoid having people be totally dead too easily/soon.

Create a new rule called “Treaty” with the following:

An EM can post a blog post that details restrictions to dynastic actions of one or more EMs, titled “Treaty: X”, where X is a title of their choice. Such a post is a Treaty. An EM can sign a Treaty by making a comment to that blog post that clearly indicates this intent (eg. “I sign this” or a picture of a signature of their persona in the game). An EM that has signed a Treaty is Bound to it. An EM cannot perform dynastic actions that would breach the restrictions described for them in a Treaty they are Bound to. EMs are, by default, not Bound to a Treaty, and the only way they can become Bound to it is by signing it.

Replace “An EM with an unset Industrial Output may set it at any time to a value of their choice between 10 and 40, inclusive.” in “Industry” with:-

An unset Industrial Output has a value of zero.

The Average Output of a Continent is the arithmetical mean (rounding down) of the Industrial Output of every Energy Minister who represents a nation from that Continent, or zero if no Energy Ministers represent nations from it.

An Energy Minister with a Seat at the UN who has an unset Industrial Output may at any time set it to any value within 10 of their Continent’s Average Output, or to any value between 10 and 40 if their Continent’s Average Output is zero.

Ascension Address: In the Year 2150

Centuries after five unknown sailors are rescued (and one is left behind), Cspe Key has been swallowed by rising sea levels, as have most of the Island Nations. Halfway across the world: Energy Ministers from their respective countries take time for one more photo op on the steps outside the Ringmauer, the seat of government in Pays-Loups Nord. Afterwards, they leave home to implement (or not) the agreements made during this year’s climate change roundtable.

Veto all pending proposals. Change the first instance of “Weatherman” to “UN Secretary-General (abbreviated UNSG)”, and later instances to “UNSG”. Change the first instance of “Castaway” to “Energy Minister (abbreviated EM)”, and later instances to “EM”. Set the Dynastic Distance and Traitor rules to inactive.

Declaration of Victory: A Ship Has Arrived!

Four ragged castaways standing near to the artfully rearranged “HELP” message proves sufficient to attract the attention of a passenger ship, which drops anchor near the island and sends a small rescue boat out through the rocks. Mac emerges from the trees and reveals himself to be alive and well, and declares that he will stay on the island, and an agreement is reached to deliver some supplies and repair the radio on the Cessna.

Safely back aboard the SS Haniver and recovering their faculties with fresh water and a good meal at the captain’s table, the castaways swap stories with the passengers: after a roll of the dice, Kevan is considered to have amassed 58 Story Points, Pokes 45, Thunder 14, Farsight 4 and Brendan 3.

With the most Story Points, I believe I have achieved victory.

To the rule “Hallucinations”, add:-

If a proposal has the tag “Hallucination” and its only proposed change to the ruleset and gamestate is the repeal of a single subrule of “The Island”, it is considered a Hallucination Proposal. If a Castaway’s HSR is greater than the HSR of a Hallucination Proposal’s proposer, their vote on that Proposal is considered to be FOR (even if they have not voted on it, or have cast a different vote).

A rule repealed by a Hallucination proposal is Epiphanised immediately before being repealed.

Still a bit sad that we erased the entire hallucination-repeal mechanic. Suggesting bringing it back with the same wording but constrained to subrules of “The Island”.

Remove “If there is a Traitor, the Traitor may choose to use their recorded GNDT score for HSR, or use an HSR of 7, when they take actions under the Dynastic Rules. Exactly once this Dynasty, the Traitor may set their HSR to 0; doing so is permitted for the Traitor regardless of the Complexity of this rule.” from the ruleset.

If the Traitor has already set their HSR to zero using the mechanic described above, they wake up in a fever: set their HSR, Wood and SP to the values they had immediately before using that mechanic.

Trying Bad Dreams again given that the player set has changed and voting discussion was cut short “to speed up the queue”.

Adding a bonus reset clause in case the Traitor chooses to take their 7 free exertion actions while this is in the queue.

As a Date Action, a Castaway at The Kevan may spend 4 SP to add another Castaway’s name to the list of Castaways in this location.

In “The Beach”, replace “If a Castaway has no location such that are at that location, any Castaway or the Weatherman may add them to the list of Castaways who are at the beach.” with:-

If a Castaway has no Location, a Castaway at the Beach may add them to the list of Castaways who are at the Beach.

To the end of the first paragraph of “Hallucinations”, add:-

When a Castaway is unidled, if their HSR is the lowest among that of all Castaways, it is increased to the lowest HSR among other Castaways.

Was that a tactical idling from Pokes, to dodge the effects of Mountain Giants enacting and wake up at the weekend 2 HSR below everyone else?
