Amend Rule 2.1.4.1 by replacing

If a Story Post ever has at least five comments that contain the ARROW (arrow.gif) icon, without including more than one comment from each Citizen, then the author of that Story Post may add one perversity point to their total in the GNDT. They may only do this within one week of making the Story Post, and may only gain one Perversity Point per Story Post.

with

If a Story Post ever has at least five comments authored by different Citizens that each contain the ARROW (arrow.gif) icon, then the author of that Story Post may add one perversity point to their total in the GNDT. They may only do this within one week of making the Story Post, and may only gain one Perversity Point per Story Post.

My interpretation of the current text is that it disqualifies any story post with multiple comments from the same citizen.

Create a new form, entitled 53C70R.

For what reason should The Computer process your request? ________
Is this form treasonous because it indicates dissatisfaction with your current sector? ________
Will you therefore allow other signatories of this form to come with you? ________

Proposal: Fixing Imperial DEF and EVC

In Rule 1.4 Voting, change the text:

If the High-Programmer casts a Vote of DEFERENTIAL on a Proposal, it serves the purpose of cancelling any previous Vote on that Proposal that was cast by the High-Programmer.

to:

If the High-Programmer casts a Vote of DEFERENTIAL on a Proposal, it serves the purpose of cancelling any previous Vote on that Proposal that was cast by the High-Programmer and counts as an explicit vote of abstention.

and the text:

If there is no High-Programmer, or the vote is made by the proposal’s author on his own proposal

to:

If there is no High-Programmer, or the vote is made by the proposal’s author on his own proposal and the High-Programmer does not vote on it

In the Glossary, change the definition of Effective Vote Comment from:

A Citizen’s Effective Vote Comment with respect to a given Proposal means that Citizen’s Comment to that Proposal (if any) that contains that Citizen’s Vote on the Proposal that is given effect in accordance with Rule 1.4 when the Proposal is Resolved.

to:

A Citizen’s Effective Vote Comment with respect to a given Proposal means that Citizen’s Comment to that Proposal (if any) that contains that Citizen’s Vote on the Proposal that is given effect in accordance with Rule 1.4 when the Proposal is Resolved, not including explicit votes of abstention.

These changes, when combined, correct the “infinite loop” problem that occurs when the High-Programmer votes DEF and other Citizens vote DEF as was discovered in the Proposal “Nothing arbitrary about this.”

Continuing to perform Treasonous actions, after they have been declared Treason, is Treason.

Another Treason point to Citizens Ais-R-BGN-1 and Qwazukee-R-DDA-1.

Another Commendation to Citizen Spike-R-PHL-1.

Protosal: Pro and De Motion. Third times the charm (also time for a bit of peer-review)

Remove the sentence “Citizens of ULTRAVIOLET Clearance may change the Clearance Level of any rule of Clearance Violet or lower by making a Story Post stating their intention to do so.” from the rule “Information Clearance”.

Create a subrule to the rule “Clearance Levels”, call it “ProDemote”, give it the text

To Promote is to raise the clearance level of a Citizen or a Rule, and to Demote is to lower the Clearance Level of a Citizen or a Rule.

* Citizens of ULTRAVIOLET Clearance may Promote to any Clearance and may Demote from VIOLET or lower Clearance.
* Citizens of VIOLET Clearance may Promote to INDIGO or lower Clearance and may Demote from INDIGO or lower Clearance.
* Citizens of INDIGO Clearance may Promote to GREEN or lower Clearance and may Demote from BLUE or lower Clearance.
* Citizens of BLUE Clearance may Promote to ORANGE Clearance and may Demote from GREEN or lower Clearance.
* Citizens of GREEN Clearance may Demote from RED Clearance.

In order to Promote or Demote, a Citizen must make a Story Post describing the Promotion or Demotion, along with their reason for doing so, provided they are below INDIGO clearance. More than one Promotion and/or more than one Demotion may be described in a single Story Post.

These are the authorities granted in the actual game, I had changed them earlier to encourage promoting and demoting, but there is some concern that that will lead to abuse of authority. So, here it is, discuss.

Proposal: (Anonymous) Pew!

Change the first paragraph or rule 1.6 (Calls for Judgement) to read

If two or more Citizens actively disagree as to the interpretation of the Ruleset, or if a Citizen feels that an aspect of the game needs urgent attention, then any Citizen may raise a Call for Judgment (abbreviated CfJ) by posting an entry in the “Call for Judgment” category. If the Character wishes, he may post anonymously by choosing “Call for Judgment” from the Author drop-down menu on the OPTIONS tab. The post shall go on to describe the issue, and measures that shall be taken to resolve it.

This shall add back into the game the long awaited anonymous CFJ. Don’t abuse it.

Oh, and in case you were worried, As a super-admin I am able to actually make the necessary changes to implement the anonymous CFJ.

Proposal: Pew!

Adminned at 01 Aug 2010 11:19:01 UTC

Add the following to rule 1.2 (Citizens) immediately after the phrase “Some Citizens are Admins, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. Citizens who wish to become Admins may sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins. Existing Admins may be removed from their posts by Proposal, CfJ, or voluntary resignation. New admins shall be given the GNDT configuration password when they become admins.”:

An admin should not show any bias in performing his duties, nor should he use his powers to gain an unfair advantage over other players (such as by waiting until a certain moment to process a proposal).

This rule will have no technical influance on the ruleset, as it is only a “should”, but it should have a good effect on gameplay. It is unacceptable for an admin to refuse to pass a proposal or to do it at a certain time in order to gain an unfair advantage.

Plus, we all know that the High Programmer has programmed THE COMPUTER (all hail) to process all new rules arbitrarily, with NO BIAS. THE COMPUTER (all hail) is not involved in any conspiricies.

Pow!

I unidle!

pew pew pew…

Chaos is Treason

Treason points to the following Citizens for conduct unbecoming of a Troubleshooter:

If this proposal is enacted with exactly 12 counted FOR votes, then:
(1) the Citizens who post the comments that are the first, second and third EVCs to this Proposal shall each earn one Treason point, on account of being suspiciously early;
(2) the Citizen who posts the fourth EVC to this Proposal (if that Citizen’s counted Vote on this Proposal is FOR) shall have his Clearance Level changed to Blue;
(3) the Citizens who post the fifth, sixth and eighth EVCs to this Proposal (if those Citizens’ counted Votes on this Proposal are all FOR), shall each have their Clearance levels changed to Green;
(4) the Citizen who posts the tenth EVC to this Proposal (if that Citizen’s counted Vote on this Proposal is AGAINST) shall have his Clearance Level changed to YELLOW and shall have one Treason Point deducted on account of being a devil’s advocate; and
(5) the Citizen who posts the twelfth EVC to this Proposal (if that Citizen’s counted Vote on this Proposal is FOR) shall have his Clearance Level changed to INFRARED and shall earn two Treason Points on account of being suspiciously late.

If this Proposal is enacted with greater or fewer than 12 counted FOR votes, then each Citizen whose counted Vote on this Proposal is FOR (including the Citizen who authored this Proposal) shall earn two Treason Points on account of participating in a disorderly assembly.

For purposes of this Proposal, a reference to a counted Vote of FOR includes a counted Vote of IMPERIAL that has the effect of a FOR Vote, and a counted Vote of AGAINST includes a counted Vote of IMPERIAL that has the effect of an AGAINST vote.

Any Citizen who posts more than one Comment to this Proposal that contains a Voting icon shall be awarded four Treason Points on account of engaging in disorderly conduct.

Create a new RED dynastic rule entitled “Arrest Buttle! (Or was it Tuttle?)” with text as follows:

Any Citizen may be accused of belonging to one of the groups enumerated in subrules of the rule “We Are Not Alone.” The accusing Citizen must post a story post stating one or more accusations of a single Citizen, but for the purposes of resolution, each accusation is treated separately. Once a Citizen has been accused, that Citizen may confirm their membership by posting a comment containing only a FOR vote and the name of the group or deny their membership by posting a comment containing only an AGAINST vote and the name of the group. Only the first such comment will be counted. Failure to respond to an accusation with 72 hours results in the Citizen having implicitly confirmed membership in the group.

All subsequent accusation posts made by a Citizen while they have an unresolved accusation will be ignored. If a Citizen is terminated as a result of having made a false accusation, all subsequent accusations made by that Citizen shall be ignored for a week thereafter.

Create a subrule to “Arrest Buttle! (Or was it Tuttle?)” entitled “Mistakes? We don’t make mistakes.” with text as follows:

If a Citizen is correctly accused of belonging to a group and confirms membership in that group, the accusing Citizen has done great work and is awarded -5 treason points by the High-Programmer. The accused Citizen is somehow caught after the investigation is over and is given 4 treason points by the High-Programmer and stripped of his membership in all groups. The accusation is then resolved.

Create a subrule to “Arrest Buttle! (Or was it Tuttle?)” entitled “Information Transit got the wrong man. I got the *right* man.” with text as follows:

If a Citizen is falsely accused of belonging to a group and confirms membership in that group, the accusing Citizen was just doing his job and receives -1 treason point. The accused Citizen is considered quite treasonous and gains 2 treason points, but the High-Programmer may send that Citizen a PM indicating that the Citizen has been given membership in that group. The accusation is then resolved.

Create a subrule to “Arrest Buttle! (Or was it Tuttle?)” entitled “Help, help, I’m being repressed!” with text as follows:

If a Citizen is falsely accused of belonging to a group and denies membership in that group, the accusing Citizen is highly treasonous and the High-Programmer gives him 6 treason points. Secret Society Assignments

I have sent PMs notifying as many citizens as possible of their group assignments. Any Citizen without a group should also have received a PM, indicating this. However, before I had sent all PMs, I got an error message from ExpressionEngine, telling me that I had exceeded my PM total for today. I then sent emails to all un-PM’ed citizens with their assignments (or lack-there-of). Citizen Nine-R-BGN-1 (90000) has not received either, due to an unfortunate bug in ExpressionEngine, which won’t allow me to send anything to em, probably because of eir new name.

If you have not received a PM (including citizens who have been contacted in other manners): please send me a PM, so that I know to send you your (official) assignment. Thank you.

* Citizens of BLUE Clearance may Promote to ORANGE or lower Clearance and may Demote from GREEN or lower Clearance.
* Citizens of GREEN Clearance may Promote to RED Clearance and may Demote from YELLOW or lower Clearance.
* Citizens of YELLOW Clearance may Promote to RED Clearance and may Demote from RED Clearance.
* Citizens of ORANGE Clearance may Demote from RED Clearance.

In order to Promote or Demote, a Citizen must make a Story Post describing the Promotion or Demotion. More than one Promotion and/or more than one Demotion may be described in a single Story Post. If, within 24 hours of such a Story Post being posted, a Citizen who may legally Demote from the Clearance of the Author makes a comment to that Story Post that contains the word “OVERRULED”, all Promotions and Demotions made in that Story Post are reverted.

Create a new ULTRAVIOLET Rule entitled “Credits”:

Each Citizen has an amount of Credits, tracked privately by the High-Programmer. New citizens start with 500 Credits. The High-Programmer may only tell a Citizen how many Credits this Citizen -  but not any other Citizen - currently holds.

Add a subrule to the Rule “Credits” entitled “Transferring”:

Any Citizen (known as the Transferrer) may, at any time, inform the High Programmer that they intend to transfer an amount of Credits (known as the Transfer Amount) to any other Citizen (known as the Receiver). As far as possible the High Programmer shall resolve the transferring, which means: If the Transfer Amount is (then) higher than the amount of Credits of the Transferrer, the High Programmer shall inform this Citizen that the transferring is not possible and cannot be done. If not, the High Progammer shall transfer a Transfer Amount of Credits from the Transferrer to the Receiver and inform both the Transferrer and the High Programmer who has participated in the Transferring, only the Transferrer how many Credits the Transferrer holds and only the Receiver how many Credits the Receiver holds.

If at least half of the EVC of this Proposal contain the phrase “FAIR PLAY CHANGE”,  add to the bullet list of Rule 1.10 entitled “Fair Play”:

* Admins, excluding the High Programmer, should not read personal messages written (using the ExpressionEngine) by a Citizen and addressed to the High Programmer.

If not, add a paragraph to the Rule entitled “Transferring”:

Admins, excluding the High Programmer, should not read personal messages written (using the ExpressionEngine) by a Citizen and addressed to the High Programmer.

The world “Resolution” means then the act of doing so. If used in another context, the meaning of both “Resolve” and “Resolution” is the standard English meaning of these words.

If the Proposal titled “How can you have a government without forms?!” failed, this Proposal does nothing.

Create a new Form.  Add the form to the appropriate wiki page.

The title of the form is:  5UBVR7

The description is:

When passed, this Form reverts the changes made in the mentioned Proposal.

The Form’s text is:

Fill out the following form precisely.  Any inaccurate information may invalidate this form.

Your designation:  ___________
The designation of the Citizen who created the Proposal:  ___________
The name of the Proposal in question:  ____________

Please note that any inaccuracies in the name of the Proposal may result in an unsatisfactory mark on your official testing record, followed by death.

The reason that the rule is subversive to its Officers:  _____________

By writing ‘I agree’ in the following space, you agree that The Computer may send advertising material to your Alpha Complex residence: ____________

Do keep in mind that any response other than ‘I agree’ to the previous question invalidates your request, and is considered treason of the highest regard.

By signing below, you agree that The Computer will access your credit report, criminal record, the memories of your current and ex-girl/boyfriend, family, and enemies, and the results of your mandatory brain scan which you have consented to in order to get this form to ensure that you actually believe that the rule in question is subversive.

The list of required signatories is:

Two Citizens, one being the primary signatory, must sign this form.  Both citizens must have a Clearance greater than the Clearance of the rule.

The requirement of passage is:

The fifth blank must be replaced only the text ‘I agree’, capitalized in exactly that way.  If it says anything else, the Form is failed immediately by any Citizen, and the author of the post gains 3 Treason points.  The second signature is waived if the primary Signatory is the High Programmer.

If the Proposal in question does not contain the word ‘officer’, the Form can be failed immediately by any Citizen.

The Form is passed after 24 hours unless a Citizen with a Clearance greater than the rule in question posts an against icon in the comments of the Form post.  The Form can be passed immediately if all Citizens with a Clearance greater than the rule in question has signed the form.

This is my fix for the rule creating Officers of rules.  This makes it possible for less than a quorum of Citizens, if they are Officers, to overturn a proposal.

Call for Judgment: Wait, was this legal?

Not a CfJ.  To mark this as illegal, unfortunately, I have to close off comments.

I was reading through the dynastic rules again and noticed that a clause I thought was was present was missing. In Kevan’s enacted proposal “Crime and Treason” (http://blognomic.com/archive/crime_and_treason/), the third part of his proposal changes the following clause:

In the Rule “Information Clearance”, replace “No Citizen may Author a Proposal that Creates, Modifies, or Repeals a Dynastic Rule with a clearance higher than their own.” with:-

If there is a way in which a pending Proposal could - if enacted - create, modify or repeal a Dynastic Rule whose Clearance Level is higher than the Clearance Level of the Citizen who submitted the Proposal, then that Proposal is Treasonous.

At the time of submission, Kevan was a Citizen with RED clearance, while the clause that he attempted to replace was an ULTRAVIOLET clause. It is my belief that Kevan was in violation of this very clause by authoring this proposal, and that therefore said proposal was illegal. Should we revert just that previous clause and leave everything else from Kevan’s proposal as enacted, or retcon the entire proposal?

Forms are critical to the success of a society.  Without forms, there is chaos.  Besides, from what I hear, The Computer loves forms.  As such, create a new, blank Wiki page called “List of forms”.

Also create a new ULTRAVIOLET rule called “Forms” with the text:

A Form is a special type of Story Post.  A form must match one of the formats set out in the wiki page entitled “List of forms”.  Forms are similar to Proposals in that they may be passed or failed, but deciding whether or not a Form passes does not follow the same rules as Proposals.

Create a new subrule of “Forms” called “The Form-at” with the text:

A Form entry in the wiki page entitled “List of forms” consists of five parts.  The first part is the title, which consists of no more than 4 capitalized letters and any number of digits.  The title is used to identify the Form uniquely, and therefore no two Forms may have the same title.  The title is a first level heading in the wiki page.

The second part is the description, which contains a description of the effects of passing that Form.  The description should be written like a rule in that it describes exactly what happens when the Form passes, any necessary time frames involved, and in what order the listed actions should be taken.  The description should NOT describe how a Form is passed.  The description is under a second level heading of the wiki page.

The third part is the Form’s text.  The Form’s text consists of labels with blanks (denoted by a series of underscores) next to them, with optional instructional text.  A reasonable number of unnecessary labels and blanks are encouraged.  The Form’s text is under a second heading of the wiki page.

The fourth part is the list of required signatories.  This is a list of Citizens who must sign the form for it to be passed.  There must be at least a required primary signatory, who is the Citizen who submits a Form to the blog.  The list of required signatories may include specific Citizens, Citizens of a minimum or maximum Clearance, and/or any other criteria desired, including none.  The list of required signatories is under a second heading of the wiki page.

The fifth part is an optional requirement of passage.  This is a description of any other rules involved in the passage of a Form.  It may include rules on who may pass the Form, when the Form may be passed, if any signatures are optional under certain conditions, etc.  If included, the requirement of passage is under a second heading of the wiki page.

Create a subrule of “Forms” called “Form-ula for Passage” with the text:

In order to use a Form, the Citizen wishing to use the form creates a Story Post with only the title of the Form and the Form’s text in its body.  When placing the Form’s Text in the body of the Story Post, the Citizen must replace all of the blanks in the text with information as requested by the associated label.  In order to post the Form, the Citizen must satisfy any requirements set out in the list of required signatories regarding the primary signatory.  If he does, he automatically signs the Form when he posts it.  Anyone who can be a signatory of a Form may sign it by posting a comment with an arrow icon.

Once all required signatures have been collected, and the requirements set out in the requirements of passage have been satisfied, anyone explicitly permitted by the Form may pass the form by carrying out the description of the form.  If no Citizen is explicitly permitted, then the primary signatory of the Form may pass it and carry out its description.

If any Citizen notices any error anywhere in the body of a Form post, he may post an against voting icon along with a description of the problem.  If the concern is valid, the High-Programmer may fail the Form immediately, add 1 Treason point to the Citizen who posted the Form, and subtract 1 Treason point from the Citizen pointing out the error.  Unless otherwise specified in the requirements of passage section of the Form, any Form which has not been passed in 48 hours may be failed by any Citizen.  To fail a Form, the Citizen who wishes to fail the Form must post a comment to that effect.  A failed form may never be passed, and a form which has been passed may not be passed again or failed, unless specified by the Form.

Obliv-I-OUS-3:  “Good morning!  I think a Commendation point has not been credited to my account, can you help me?”

Form-U-LAS-1:  “Form for requesting point correction.  And do you have a valid, signed D150B3Y?”
Obliv-I-OUS-3:  “Yeah, I have the first one, but what’s the second one?”
Form-U-LAS-1:  “Never mind that, this 29P4C doesn’t have an attached L294NM!”

Form-U-LAS-1:  “Form for requesting form for point database verification!  Have you been buying forms on the INFRARED market, commie?!”

Form-U-LAS-1:  “And you’ve just spoken to me, an ULTRAVIOLET, 5 times without saying ‘sir’!  You can’t do that without a signed D150B3Y!  That’s grounds for summary execution!”

If the Proposal entitled “Proposal: The Island awaits you” fails, this Proposal does nothing.

In the Rule entitled “Officiating the Lottery” replace “All citizens of this and higher clearance levels may perform the role of Notary and officiate the Lottery, if it has not yet been done this week.” with:

All citizens of this clearance level may perform the role of Notary and officiate the Lottery, if it has not yet been done this week.

In the Rule entitled “Credits” replace “Each citizen has an amount of Credits, tracked in the GNDT. New citizens start with 500 Credits.” with:

Each Citizen has an amount of Credits, tracked privately by the High-Programmer. New citizens start with 500 Credits. The High-Programmer may only tell a Citizen how many Credits this Citizen -  but not any other Citizen - currently holds.

Remove the GNDT-field concerning Credits.

To the bullet list of Rule 1.10 entitled “Fair Play” add:

* Admins, excluding the High Programmer, should not read personal messages written (using the ExpressionEngine) by a Citizen and addressed to the High Programmer.

In Rule 3.1 entitled “Keywords” rewrite the section Resolve/Resolution to:

If used in a context of Proposals, Call for Judgements or Declarations of Victory, the world “Resolve” means to perform the act, as an Admin, of enacting or failing a Proposal, a Call for Judgement or a Declaration of Victory. The world “Resolution” means then the act of doing so. If used in another context, the meaning of both “Resolve” and “Resolution” is the standard English meaning of these words.

Can you climb up the carrier latter without corruption? And if you can, do you want to?

Note: Currently there are no Rules entitled “Officiating the Lottery” or “Credits”, therefore this Proposal is not Treasonous. Of course I could add a mechanism, if the Proposal entitled “Proposal: The Island awaits you” fails, but if it fails, I assume there is not interest for Credits in general.

Slander is disharmonious, which leads to unhappiness.  Accordingly, any Citizen who posts a blog post that constitutes slander of a Citizen will have his Treason score increased by one.  A statement is slanderous if (1) any Citizen with a Clearance Level of Violet or higher says so in a comment to that blog post, or (2) the statement satisfies such requirements as are issued in a blog post from time to time by a Citizen with a Clearance Level of Green or higher that have not been superseded by a subsequent blog post by a Citizen with a higher Clearance Level.

Anyone who says that this concept could lead to conflicting, ambiguous or inconsistent standards clearly does not have sufficient faith in the High Programmer, in which case therapy and re-education would be suitable remedies.

Protosal:  Teamwork and Treason

If the Proposal titled “We Are Not Alone, now with proposal power!” failed, this Proposal does nothing.

If the Proposal titled “Don’t Dream It’s Over, with one hundred percent more proposal!” failed, this Proposal does nothing.

Add the following to the end (that is, before subrules) of the rule “We Are Not Alone”:

Every group has a non-negative number called it’s Treason Level.  If a Citizen communicates to any other Citizen that he is part of a group, via PM, e-mail, IRC, or any other online communication device, the second Citizen (the accuser) may accuse the first Citizen (the accused) of treason by way of posting the full text of the communication in a Story Post.  The accuser will then add the Treason Level of the concerned group to the accused Treason score.

If, within 12 hours, the High-Programmer sees that a Citizen has made an accusation, and the accuser is in the same group as he is accusing the accused of, the High-Programmer may add the Treason Level of that group to the accuser’s Treason score.  The High-Programmer must then make a Story Post describing this.

Whenever a Citizen’s group is revealed in a Story Post as set out in the last two paragraphs, and the citizen truly is a member of that group, the High-Programmer may, within 48 hours, revoke membership to that group.  If he does revoke membership to that group, he may then assign a new group to the Citizen, at the same time.  These changes are made by sending the Citizen involved a PM describing the changes.

The High-Programmer must add one line to the end of each subrule of the rule “We Are Not Alone.”  The format of the line is “The Treason Level of this group is x.”, where x is a valid Treason Level for the group.

Why:  When the groups gain ‘personalities’, that is, set each group up so that members of the same group may act similarly, we might want to team up.  So we can guess who is of what group through this method, with penalties for incorrect guesses.  I picture a conversation to be:

“Hey, I’m in group x, are you?”

With the response being one of:
*Nothing but a Story Post and a few more Treason points, or
*“Yes I am, let’s team up and pass this proposal which favors us, etc.”

The penalty given out by the High-Programmer makes it so that you can slip under the radar for accusing one of your own, but still do it and take the penalty if you’re willing to do so.

You could of course ‘reveal’ the wrong group, in an attempt to get another Citizen to confess membership to a group, and then turn them in if they do.

The main thing that I want to ask my fellow Citizens for advice on is the wording of the ‘within 12 hours’ sentence.  It seems really confusing to me.

Following the enactment of this Proposal, the High-Programmer shall select certain Citizens (excluding himself) to become Commies (each of whom may be referred to as a Commie).
When a new Citizen joins the game, or when an idle Citizen who has not previously participated in this Dynasty reactivates, the High-Programmer may (within 48 hours) determine whether this Citizen is a Commie. The High-Programmer may use any methodology that he deems appropriate to determine whether a given Citizen is to become a Commie in accordance with the previous two sentences.  Should idling ever cause the active Citizen list to lack any Commies at all, the High-Programmer may determine that certain then active Citizens become Commies.  Whenever the High-Programmer determines that a Citizen is a Commie, the High-Programmer shall alert that Citizen via PM but shall not alert that Citizen of the identity of any other Commie.
The first time that the High-Programmer determines that certain Citizens are Commies, the High-Programmer shall, following the PM alerts to the relevant Citizens, post a Story Post to the Blog indicating that there are Commies among us.

Add the following text to the rule “Clones”, if it exists.

For purposes of the ruleset, the verbs “to die”, “to be executed” and “to be terminated” are synonyms.  The valid Clone-Numbers are hexadecimal numbers from 1 to F (i.e., sixteen values), plus zero and -1.  Due to an undocumented feature that must have been introduced by a dangerous subversive, if a Citizen’s Clone-Number is F and there occurs any action or event that would cause the Citizen’s Clone-Number to be incremented by 1, that Citizen’s Clone-Number instead becomes -1.

Proposal: The Island awaits you

Cannot be enacted without CoV. Failed. - lilomar

Adminned at 29 Jul 2010 12:21:18 UTC

If the Proposal titled “That information is above your clearance level.” failed, this Proposal does nothing.

Add an ULTRAVIOLET rule, “Credits”:

Each citizen has an amount of Credits, tracked in the GNDT. New citizens start with 500 Credits.

Create the appropriate column in the GNDT and set each citizen’s Credits to 500.

Add a RED rule, “The Lottery”:

The weekly lottery is a fun and profitable activity all citizens may participate in. As there is no real reason not to play, all Citizens with 10 Credits or more are Lottery Players. Citizens of higher clearance levels have kindly volunteered to take care of the proceedings for us. Credits will be automatically deducted from all Lottery Players’ accounts when the lottery is held. Who the winner is and how much they have won will be announced in an official post.

Add a GREEN rule, “Officiating the Lottery”:

All citizens of this and higher clearance levels may perform the role of Notary and officiate the Lottery, if it has not yet been done this week. When they do so, they must deduct 10 Credits from each Lottery Player. The total amount collected this way is the Pot. R is the result of DICEX, where X is three plus the amount of Lottery Players. If R is equal or less to the amount of Lottery Players, the notary must increase the Credits of the Rth Lottery player in the GNDT by 80% of the Pot, rounded down, and decrease the Pot by the same amount. All Credits left in the Pot must then be equally divided amongst citizens of this and higher clearance levels, rounded to the nearest integer. Fractions of .5 are rounded up.

When the Lottery is held, the Notary will make a post, and include the name of the Lottery player who won (part of) the pot, and the amount of Credits gained by that Citizen. If no Lottery player won, they are encouraged to make up a nonexistent Citizen and a fictitious pot size instead.

Proposal: Crime and Treason

12 hours. Quorum at 16-1. Enacting. 2 Arrows - no PP. - lilomar

This friendly IntSec guard would like to remind all Citizens that in order to maintain harmony, The Computer has decreed that Arrows should be placed before Vote Icons.

Adminned at 28 Jul 2010 14:14:43 UTC

Enact a new VIOLET Dynastic Rule called “Treason”:-

Each Citizen has a Treason score, tracked in the GNDT and starting at zero. A Citizen’s Treason may go negative, indicating that the Computer may have some temporary reason to foster the appearance of trust in that Citizen. Whenever a Citizen’s Clearance Level or Clone-Number changes, that Citizen’s Treason score is reset to zero.

Whenever the High-Programmer makes a blog post, he may assign any number of Commendations and Treason Points to Citizens (with a maximum of one Commendation and one Treason Point per Citizen), in the flavour text of that blog post. A Citizen who earns a Commendation has their Treason score reduced by one; the Citizen who earns a Treason Point has their Treason score increased by one - these modifications may be made by the High-Programmer within one hour of the post.

If a blog post is Treasonous and no Citizen has made an Accusation in its comments, any Citizen may make an Accusation by posting a comment to that post with the word “TREASON” in capital letters, and increasing the Treason score of the blog post’s author by one.

If a Citizen’s Treason score is -6 or lower, they may increase their Clearance Level by one level. If a Citizen’s Treason score is 6 or more, any Citizen with a higher Clearance Level may Terminate them by posting a blog post announcing such an action.

To the Rule “Clones”, add:-

Termination causes the Terminated Citizen to die in an efficient and hygienic manner.

Defining and classifying the nature of the High-Programmer’s generous and thoughtful Commendations and Treason Points, spelling out their ultimate consequences, and clarifying for internal security purposes that the authoring of an out-of-clearance proposal is theoretically possible, yet clearly treasonous.

Proposal: Perversity is the Best Policy

12 hours. quorum at 14-3. Enacted. - lilomar

Adminned at 28 Jul 2010 09:25:12 UTC

Create an ULTRAVIOLET Clearance rule, or, if the Proposal entitled “That information is above your clearance level.” Failed, a dynastic rule, entitled “Perversity” and give it the text

Each Citizen posesses zero or more Perversity Points (PP). The number of PP they have is tracked in the GNDT and defaults to 0.

Add a subrule to the rule entitled “Perversity”, title it “Entertain or Die” and give it the text

When voting on a Proposal, a Citizen may include the ARROW (arrow.gif) icon in their EVC and before their Vote to indicate that they believe the flavor of that Proposal (either within the Flavor Text or in the wording of the Proposal) is entertaining and/or well-suited to the theme of the dynasty.

When a Proposal is Enacted or Failed, the author of that Proposal gains one Perversity Point if Quorum of EVC’s include the ARROW (arrow.gif) icon before the Vote.

When commenting on a Story Post, a Citizen may include the ARROW (arrow.gif) icon in their post to indicate that they believe the flavor of that Story Post is entertaining and/or well-suited to the theme of the dynasty.

If a Story Post ever has at least Quorum comments that contain the ARROW (arrow.gif) icon, without including more than one comment from each Citizen, then the author of that Story Post may add one perversity point to their total in the GNDT. They may only do this within one week of making the Story Post, and may only gain one Perversity Point per Story Post.

By the request of the High-Programmer I, Galdyn-R-BGN-1, hereby present his third proposal.

Proposal: That information is above your clearance level.

Adminned at 28 Jul 2010 08:42:10 UTC

If the proposal entitled “What is your name, Citizen?” Failed, this proposal does nothing.

In the rule entitled “Naming Scheme” change the text

A Citizen’s prime-name defaults to their name.

to

A Citizen’s prime-name defaults to their name, with the first letter capitalized, the rest lowercased, and all non-letters removed.

Create 9 subsections of the dynastic rules, entitle them “ULTRAVIOLET”, “VIOLET”, “INDIGO”, “BLUE”, “GREEN”, “YELLOW”, “ORANGE”, “RED”, and “INFRARED”.

Move the rules entitled “Naming Scheme”, “Clearance Levels”, and “Clones” along with all of their sub-rules, to the ULTRAVIOLET subsection of the dynastic rules.

Add the following text to the end of the rule entitled “Clearance Levels”

All dynastic rules have a Clearance Level. The Clearance Level of a dynastic rule is the section of the Dynastic rules which it is in. If a Dynastic Rule is ever without a Clearance Level, its Clearance Level becomes INFRARED.

Create a subrule of the rule entitled “Clearance Levels” entitled “Information Clearance” and give it the text

For the purposes of any given dynastic Rule, no Citizen with a Clearance Level higher than the Clearance Level of that Rule is a Citizen.

No Citizen may Author a Proposal that Creates, Modifies, or Repeals a Dynastic Rule with a clearance higher than their own.

Citizens of ULTRAVIOLET Clearance may change the Clearance Level of any rule of Clearance Violet or lower by making a Story Post stating their intention to do so.

This will (I hope) be one of the major parts of the dynasty. Note that you must follow rules of your Clearance and higher.
TODO: allow citizens of high clearances to repeal and change clearance of low level rules (hinted at with the last sentence of the rule, but should be generalized.), Allow citizens of higher levels to modify the clearance of created rules when voting on proposals.

Commendation Point to Citizen Hix-R-BGN-1 for bringing the improvement of rule “Naming Scheme” to my attention.
Treason Point to Citizen Hix-R-BGN-1 for suggesting that the original rule was flawed.

Proposal: What is your name, Citizen?

Create a new dynastic rule entitled “Naming Scheme” with the text

Each Citizen has a Designation, which is tracked in the GNDT. Their Designation is their prime-name (a string of letters, the first capitalized, the rest lower-case) followed by a dash, their single-letter Clearance Level abbreviation followed by a dash (if their Clearance Level has no abbreviation, this is ommitted), their Sector (three capitalized letters) followed by a dash, and their Clone-Number. A Citizen’s prime-name defaults to their name. A Citizen’s Sector defaults to “BGN”. The High-Programmer may change a Citizen’s prime-name or Sector at that Citizens request.

Create a new dynastic rule entitled “Clearance Levels” with the text

A Clearance Level is one of (from highest to lowest)

* ULTRAVIOLET
* VIOLET
* INDIGO
* BLUE
* GREEN
* YELLOW
* ORANGE
* RED
* INFRARED

Each Clearance Level above INFRARED has a single-letter abbreviation, which is its first letter.

Each Citizen has a Clearance Level, which defaults to INFRARED.

Create a new dynastic rule entitled “Clones” with the text

Each Citizen has a Clone-Number which defaults to 1. Whenever a rule or a game action causes a Citizen to die, that Citizen’s Clone-Number is incremented by 1.

Set the Clearance Level of all Citizens to RED. Set the Clearance Level of the High-Programmer to ULTRAVIOLET.

The Computer assigns names with great care. Any puns inherent in clone designations are purely coincidental. To think otherwise would be treason.

Hi there.

I have waited until the end of the nethack dynasty to come back. You managed (after a long while) to end it, so: I request to be unidled.

Kind regards, Keba.

PS: Congratulations to Galdyn ;)

The Best One for the Job

As Darth Cliche said, I am officially passing the mantle of RNG to lilomar. My reasons.

First, my theme idea while, I think it is a good idea is not the best idea to follow up the NetHack Dynasty. Therefore I would like to save it for a time where it would be better suited.
Second, at least for the remainder of this week I do not have enough time to be and effective RNG, in helping to shape the dynasty during the crucial beginning.
Third, during the middle of the dynasty lilomar significantly helped me by proofreading proposals that I was working on, pointing out flaws, thus I think he has a fairly good eye for that type of thing.
Fourth, I like lilomar’s idea for the theme, and believe that it will be fun, while providing gameplay that will be significantly different from the gameplay of this last dynasty.

However you would like to take this decision, that is my decision.

I declare lilomar as the new RNG.

unidle please

Vell, Galdyn’s jus’ zis guy, you know?

unidle me

Like clockwork, I’d like to be unidled again.  Hopefully I’ll have more stamina this time.

Historical loose ends

I’ve been looking through recent dynastic histories to see if there was anything missing (like the Theme of arthexis’ dynasty…)

I assume that given that it’s well over a year ago now, there’s no harm in revealing this now, so: could anyone who played through the Fourth Metadynasty reveal what the GNO encryption algorithms actually were? It’s hard to make sense of BlogNomic’s history without that sort of “insider knowledge”.

Declaration of Victory: The Last @ Standing

Passes 14-0 after 12 hours with Quorum+5 FOR votes, RNG’s FOR vote and no AGAINST votes. -Bucky

Adminned at 27 Jul 2010 10:50:51 UTC

I Declare Victory according to rule 2.15 entitled “Elimination” which states

If, at any time, exactly one @ has 0 deaths, that @ has achieved victory.

With lucky rolls in order to find treasure i was able to kill ais523 (probably traded for treasure over 20 times). And with help from Ienpw_III at the last minute killing Rodney I became the last @ standing.

Enaction?

How did “The inevitable ending” pass when “Might be ambiguous” is still before it in the queue? Am I forgetting some rule that allows Proposals to be adminned out of order?

Proposal: Which reminds me…, proposal version

If keywords have been replaced by an Ascension Address between this proposal’s proposal and its enactment, make the same keyword replacements on this proposal before enacting it.

In rule 1.2 “@s”, immediately after

Some @s are Admins, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. @s who wish to become Admins may sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins. Existing Admins may be removed from their posts by Proposal, CfJ, or voluntary resignation. New admins shall be given the GNDT configuration password when they become admins.

add

Non-Admins can also perform actions that the Rules state are exclusive to Admins, such as enacting proposals, if an Admin would be allowed to do so and they have the technical capability to do so.

The 15 minutes are easily up now. See my commentary on the previous proposal.

Because there’s nothing technical stopping me from adminning proposals that I write myself and that only modify the Rules (rather than, say, GNDT configuration), but the Rules themselves. It would be a good thing to require people who write complicated proposals and CFJs to shoulder the burden of enacting them themselves, rather than waiting for an admin to do it, unless they require actually admin-only changes like failing someone else’s proposal, or changing the GNDT configuration; and it would help narrow the Rules gap between admins and regular @s, which is pretty much arbitrary and based on details of the blog.

Add to rule “Throwing”:

An unidentified throwing potion is a ranged weapon. Its damage is 1d2. When an @ fights another @ while wielding an unidentified throwing potion, roll DICEX, where X is the amount of items in the Basic Potion table, and let the result be R. Then, apply the primary effect of the Rth potion in the Basic Potion table to the targeted @. This happens after combat has been resolved.

Also, in rule “Weapon List”, change “Whenever an @ fights while wielding a dart,” to “Whenever an @ fights while wielding a dart or a weapon with “Potion” in its title,”

I added the “throwing” quality so that @‘s with large discovery lists don’t miss out on the fun.

Cause all @s with 0 Deaths and a role of “-” to die, as if a rule caused them to die. @s who unidled or became @s after this proposal was posted are unaffected.

Not picking a role is currently a tactically valid option for active @s, as it gives other @s (mainly myself) less incentive to attack them because they have no items to loot. This forces them to pick a role and play, and also weeds out inactive players.

Proposal: DoubleCast in Nethack?

Times out 8-1 and is Enacted. - lilomar

Adminned at 22 Jul 2010 21:26:34 UTC

In the Rule entitled “Weapon List”, change the text

An @ may not wield a melee-only weapon and a ranged-only weapon at the same time.

to

An @ may not wield a melee-only weapon and a ranged-only weapon at the same time.  An @ may not wield a weapon with the word “spellbook” in its title and another weapon at the same time.

In the same rule, change the text

wielding a weapon with the word “wand” in its title

to

wielding a weapon with the word “wand” or “flare” in its title

Dual wielding wands is still legit, but burns through wands fast.

When will a new dynasty start?

When will a new dynasty start?

What’s up with the bolding?

I have a question for experienced blognomic players:
What is with the bolding in the core rules? It seems inconsistent, and doesn’t serve any game purpose. I understand bolding “@” and “RNG” so that they are easy to locate and replace between dynasties, but what about terms like “GNDT” and “Admin” and “Status” that are bolded sometimes and not others, often within the same sentence?

Proposal: Bows don’t work that way when you are trading them either

Reaches Quorum at 9-0 and is Enacted. - lilomar

Adminned at 22 Jul 2010 08:34:18 UTC

Change the rule entitled “Trading” to:

At any time while an @ is on an even dungeon level they may trade 4 items in their inventory that are not daggers or darts for 1 item in either the basic weapons, armor, or potions table. It has an enchantment of 0 where applicable. If an @ receives a dagger or dart this way, they receive 2 more of that item.

At any time while an @ is on an odd dungeon level they may trade 2 items in their inventory that are not daggers or darts in order to Find Treasure.

Change the rule entitled “Throwing” to:

A Potion of Acid is a ranged weapon with 1d8 damage.

A Potion of Holy Water is a ranged weapon. Its damage is 2d12 when attacking a monster with “demon” in its name and 1d2 otherwise.

Remove the restrictions on trading ranged weapons to only apply to daggers and darts. Since “Trading” doesn’t mention ranged weapons any more, removing that from “Throwing” as well.

Just because the rule is ineffective doesn’t mean it doesn’t exist; consensus seems to be that the CFJ did work, so in that case lilomar’s failed dictatorship rule is still there.

Reaches Quorum at 10-0 and is Enacted. - lilomar

Move an Amulet Beacon into every @‘s inventory.

Proposal: Stairs go both ways

times out at 3-5 and Fails. - lilomar

Adminned at 20 Jul 2010 11:19:23 UTC

Add a new subrule to rule 2.6 “Dungeon”, “Retreating”:

As a daily action, an @ whose Dungeon Level is at least 2 may Retreat. This causes their Dungeon Level to reduce by 1 if their Dungeon Level is less than that of the Amulet of Yendor, or increase by 1 if their Dungeon Level is the same as or greater than that of the Amulet of Yendor.

You have to Find the Stairs to go in the direction you “want” to go in, plotwise. It would add interesting tactics, though, as well as speeding up the game, if you could go in the “other” direction more or less for free; for instance, being currently on dungeon level 2, I can’t now move back to dungeon level 1 via any game mechanic other than grabbing the Amulet or waiting for it to turn up. The action’s disallowed on dlvl 1 because we already have a rule about Escaping.

Start a new dynasty with no RNG, called “The Sixth Metadynasty”. Repeal all dynastic rules. Replace “RNG” with “Emperor” and “@” with “Player” throughout the Ruleset.

I like metadynasties. If there’s a possibility we’re just going to hand the win away, I might as well try to create one.

Also, I don’t think lilomar should win; if he wins it by actually winning I won’t complain, but I think he’s too new for us to just hand him the emperorship. Last time the emperor was a newbie, it was the First Dynasty of Yuri_Dragon_17 - widely considered to be a bad dynasty by all those who were in it.

fix of ais523’s prop

It doesn’t work

Rule 3.2.5 says that “Within the ruleset, a word only refers to the name of a @ if it is explicitly stated that it refers to a @‘s name”; rule 2.16 doesn’t explicitly state that “lilomar” refers to an @‘s name.

This is a repetition of a comment, to be sure it’s noticed. Please, those who are voting for the DoV, change your votes.

Quorum is what now?

There are several CfJ’s that can be passed IF quorum is 9. Obviously, I believe that this is true. The only other value that quorum could possibly be, is, I believe, undefined, which I don’t think is a valid theory.

So, in this thread, can we reach a consensus of what the value of quorum is currently, so that we can process cfjs/dovs?

I believe quorum to currently be #@s/2+1 (at the time of posting: 9) discuss.

Since we’re in hiatus.  I believe that it’s possible that quorum has been undefined (making it impossible to adopt anything with quorum) for a while, so the other CfJ wouldn’t be sufficient.  I could be wrong, but in my opinion the best way to proceed is to wait two days (or four to be sure) and then adopt this.

Call for Judgment: Quorum issue.

Reaches Quorum at 1-0 and is Enacted. - lilomar

Adminned at 15 Jul 2010 12:03:58 UTC

Issue, simply by referring to a quorum of @s with a specific attribute, anyone may reduce quorum to an arbitrary number, down to one.

If a Quorum of @s with over 100 deaths posts the phrase “not likely” to this CFJ, nothing special happens. Note that Quorum is now 0/2+1, or 1.

Reasoning:
1) The Definition of Quorum in rule 3.1 states

If a Rule or other Gamestate document refers to a Quorum of some subset of @s (such as a Quorum of @s who share a particular Gamestate attribute, but excluding all other @s) then Quorum is equal to half the number of @s who share that Gamestate attribute, rounded down, plus one.

2) This CfJ is a Gamestate document, and refers to a Quorum of a subset of @s. (specifically, @‘s with over 20 deaths)
3) Quorum is equal to half the number of @s who share that Gamestate attribute (0), rounded down (still 0), plus one (1).

Therefore do the following:
Create a dynastic rule, entitled “Game, Set, Match” with the text

lilomar has achieved victory.

The amend the definition of Quorum in rule 3.1 from

If a Rule or other Gamestate document refers to a Quorum of some subset of @s (such as a Quorum of @s who share a particular Gamestate attribute, but excluding all other @s) then Quorum is equal to half the number of @s who share that Gamestate attribute, rounded down, plus one.

to

If a Rule or other Gamestate document refers to a Quorum of some subset of @s (such as a Quorum of @s who share a particular Gamestate attribute, but excluding all other @s) then, for the purposes of that reference, Quorum is equal to half the number of @s who share that Gamestate attribute, rounded down, plus one.

An @ may not wield a two-handed weapon and wear a Shield Armor at the same time.

add

“Weapon damage tweaks” looks like passing, and it would make heavily armoured players basically impossible to kill by other @s; thus, the game would become a boring straight race to the Amulet, followed by waiting for days to get it back to the surface. This alternate way to buff weapons (and incidentally nerf two-handers) will work whether or not it passes, and hopefully avoid an impenetrable armour issue.

* Whenever a Rogue causes another @ to die, they gain 20 Experience Points.
* Whenever a Wizard quaffs a potion, they gain 12 Experience Points.
* Whenever a Valkyrie receives damage from a monster, they gain 3 Experience Points, multiplied by their dungeon level.

Whenever an @ fights while wielding a dart, or fights in a ranged encounter while wielding a dagger, they decrease the number of that weapon they carry by 1 and add 1 of that weapon to the list in the section of the wiki page entitled “Loot” that corresponds to the Dungeon Level the @ is on. Whenever an @ fights while wielding a weapon with the word “spellbook” in its title, remove it from their inventory and add to it a special item called *reading* Z (Where Z is the name of the ranged weapon so removed.) If such an item is in an @‘s inventory for 48 hours, it may be removed, and the original item added. An item with *reading* in its title may not be added to an @‘s discovery list. Whenever an @ fights while wielding a weapon with the word “wand” in its title, roll a DICE3. On a 1, remove that weapon from their inventory.

Changes:

1. Bows don’t vanish when used
2. Darts are lost when thrown at @s
3. The wording on spellbooks is somewhat cleared up
4. Wands have a 1/3 chance of breaking when used

Proposal: My chickatrice corpse disappeared!

Fails at 1-8. -Purplebeard

Adminned at 15 Jul 2010 02:36:51 UTC

In the rule “Stats and Equipment” create a new subrule titled “Miscellaneous Items.” It is to be formatted with a table-list similar to the Armor and Weapon lists, with two columns, “Item” and “Description”, the former of which is to contain the names of the miscellaneous items, and the latter of which contains the description and/or what it does. Add the items “Chickatrice” and “Expensive Camera” to the list, with the descriptions “Dead bird” and “Comes with a tripod”, respectively. If any of the aforementioned miscellaneous items have any special effects, put that in the description column in the row of the correct item instead.

If the Proposal titled “The point of the Unique Items” failed, amend the first paragraph of the rule titled “Monsters” from

A Monster is a type of game entity; each one has a number of HP and an amount of Damage, which is two integers (a number of Dice and a number of Sides). A monster also has a number of XP. A Monster’s XP is always equal to that Monster’s initial HP, times that Monster’s Dice, times that Monster’s Sides, divided by three and rounded down, or 1 if the result is less than 1. Monsters may also have drop and a drop rate. A Monster’s drop must be an item or items found in the Basic Armor/Weapons/Potions Tables. A Monster’s drop rate must be a number between 0 and 100, inclusive. If a monster’s drop or drop rate is not specified then the drop rate defaults to 0. A monster may also inflict a status. An @ may change their worn armor to any armor which they carry, or to no armor. An @ may only wear one armor of each Armor Type at a time.

If the name of a weapon or armor includes “-X” where X is a legal value for an enchantment, its enchantment is -X. If a weapon or armor does not specify an enchantment, its enchantment is 0.

Each type of Armor has a Base AC. The AC of an Armor is its Base AC plus its enchantment, or 0 if it would be negative.

If an @ is ever wielding or wearing an item that is not in their Inventory, they cease to wield or wear that item.

An @ may change their wielded weapon to any weapon which they carry, or to no weapon. An @ may only wield one weapon at a time.

An @ may change their worn armor to any armor which they carry, or to no armor. An @ may only wear one armor of each Armor Type at a time.

An @ whose role is not either a Wizard or Priest may not wield any weapon with the word “wand” or “spellbook” in its name.

An @ whose role is not either a Valkyrie or Barbarian may not wield a two-handed sword.

The weapon an @ is currently wielding, and all the the armor they are currently wearing, are each tracked in GNDT columns, which both default to “None”.

All weapons and armors have an enchantment. An enchantment is an integer, and may be positive, negative or zero. If the name of a weapon or armor includes “+X” where X is a legal value for an enchantment, its enchantment is X.

In addition, any @ whose role is not a Wizard or a Priest and is wielding a weapon with “wand” or “spellbook” in its name will instead have no weapon equipped, and any @ whose role is not a Valkyrie or a Barbarian and is wielding a two-handed sword will instead have no weapon equipped.

This proposal is meant to add more meaning to the roles, rather than it just being a title and a set of starting weapons. Hopefully this will have the side-effect of more items being created with specific requirements to wield them to make a bigger difference between the roles, causing a higher variety of items. If this proposal passes and several new role-specific items are made, then I would suggest making the items have attributes that tell what classes can wield them. But before additional restrictions are made on the existing weapons, there should be new weapons in order to balance the attack power of different roles.

If the test

An @ may not wield a two-handed weapon and wear a Shield Armor at the same time.

exists in the Ruleset, then set all @s wielding two-handed weapons with a Shield Armour to be wielding no weapon.

Because lilomar’s proposal doesn’t rule out the possibility of using three hands as the proposal passes, or at least doesn’t explain what happens in that circumstance. Sort-of similar to continuing to wield a weapon after it’s enchanted.

In the rule entitled “Weapon List” change the name of the table column that is currently “Damage ((dice)D(sides))” to “Damage”. Change all instances of “D” in that column to “d”.

Add the following weapons to the table in the rule entitled “Weapon List”:
* trident, melee, 2d5
* shortbow, ranged, 1d6
* bow, ranged, 1d8
* longbow, ranged, 1d10
* glaive, melee, 1d15

Add the following text to the end of the rule entitled “Weapon List”:

An @ may not wield a two-handed weapon and wear a Shield Armor at the same time. The following weapons are two-handed:
* two-handed sword
* quarterstaff
* trident
* shortbow
* bow
* longbow
* glaive

Second: Create some new two-handed weapons.
Third: Add a negative to two-handed weapons.

Add the following Potions to the Basic Potion Table in rule 2.5.4 “Potions”:
Potion of Beserk Rage The damage you deal and receive the next time you Fight is not reduced by AC.
Potion of Fruit Juice If you are Starving, you instead become Weak. Otherwise, nothing happens.
Potion of Conflict You must Fight the DICENth @ on your current Dungeon Level in alphabetical order (other than yourself), where N is the number of such @s (except if N is 0, you must Fight yourself); this must be done before the next time you perform any other action defined by a dynastic rule, but does not count towards the daily action limit on Fighting other @s.

Some more fun ideas for potions. Given that the queue is currently empty, this is effectively a free proposal, so I may as well propose it outright rather than protosing to gather feedback.

and

A @ should not make or edit a post such that its title does not broadly match its URL title.

Can we de-sticky?

All of the encounters being stuck at the top of the front page is getting unwieldy. I have to scroll half-way down the page to find out if there are any new posts. How about we de-sticky all of the encounters and keep them all linked to in a post like the “old active encounters” one? That way there is only one sticky post, and it is possible to see if there are any new posts at a glance.

Add a subrule “Hallucination” to rule 2.10 “Status”:

If an @ is Hallucinating, then when fighting Monsters or @s, that @ cannot choose which Monster or @ to fight as normal. Instead, they must choose whether to fight a Monster or an @, then choose a random Monster or @ by rolling DICEN in the GNDT, where N is the number of possible targets, and then choosing the Xth @ in alphabetical order in the list of possible targets, or the Monster that was Xth most recently damaged (or created for undamaged monsters) in the list of possible targets, where X is the result of the dice roll. Monsters later in the same post are considered to have been created later than monsters earlier in the same post. If this selection leads to the @ trying to fight something they would not be able to fight if not Hallucinating, then instead that attempt to fight does nothing.

Add a subrule “Blindness” to rule 2.10 “Status”:

If an @ is Blind, that @ cannot fight anything while wielding a non-melee weapon.

Add a subrule “Extreme Hunger” to rule 2.10 “Status”:

If an @ is Weak or Starving, that @ deals 2 less damage when fighting than they would otherwise deal (to a minimum of 0). Additionally, if an @ is Starving, then immediately after a monster fights back against that @ due to the rule “Combat”, that monster fights back against that @ again.

Implementing the currently unimplemented statuses. Note that the extreme hunger status does not chain infinitely, due to the second fight-back not being caused by the rule “Combat”.

Potion of Object Detection. You Find Treasure twice.
Potion of Teleportitis. Add DICE3 and subtract 1 from your Dungeon Level. If this would make your Dungeon Level 0, you Die.

Some interesting extra tactical options, if you come across them. dbdougla’s specified a deathwish several times now. I’m wondering if it’s just a ruse in order to try to prevent people attacking him (in the knowledge that such an action is probably pointless on someone who wants to commit suicide anyway); after all, he’s stated it several times but done nothing about it but proposing a suicide proposal with obvious flaws (that therefore failed). Here’s a fixed version, which gives dbdougla (and anyone else interested) the opportunity he wants if he was honest about it, and punishes him for lying if he wasn’t.

If the challenge is accepted, both @s may not be fought by any @s other than each other until the challenge is ended. They also may not fight any other @s or Monsters until the challenge is ended.

A challenge is accepted if the @ being challenged makes a comment to the story post indicating their acceptance. A challenge is ended if the @ being challenged makes a comment to the story post indicating their refusal of the challenge, if 24 hours have passed since the challenge was made and it has not been accepted, if one of the two @s dies or is on a different Dungeon Level than the other, or if the RNG posts a comment to the story post which contains the text “Break it up.”

Once a challenge is accepted it may not be ended by the challengeing @ makeing a comment refusing it. Once a challenge is ended, it ceases to be a challenge.

Two @s who are in a challenge with each other may fight the other @ as a daily action, per rule 2.8, but may also do so if the other @ was the last between them to fight, or if neither one of them has fought since the challenge was accepted.

A single roll (even if that roll involves multiple DICE, e.g. 3DICE6) by be affected by no more than one nudge. When a nudge is used by an @, that @ must immediately follow the DICE roll with a GNDT comment which says “nudge” and includes the new value of the roll. the number of nudges they have goes down by one. Add a new Subrule to the Rule entitled “Stats and Equipment”.  Call it “Unique Items” and give it the following text:

There is an item called the Amulet Beacon.  An @ with an Amulet Beacon in their Inventory may, if they have the same Dungeon Level as the Amulet of Yendor and no @ has an Amulet of Yendor in their Inventory, remove the Amulet Beacon from their Inventory and add the Amulet of Yendor to their Inventory.  If there are any Amulets of Yendor on the wiki page entitled “Loot”, remove them from that page.

There is a Melee weapon called the Energy Sword.  It is magical and has a damage of 10d1.

There is a Ranged weapon called the Flare.  It is not magical and has a damage of 1d25.

There is an armor called Dragon Scales.  It has a Base AC of 2, has an Armor Type of Body Armor, and is Magic Resistant.

There is an armor called Gauntlets of Power.  It has a Base AC of 1, has an Armor Type of Glove, and is not Magic Resistant.  While an @ has Gauntlets of Power equipped, they deal damage as if their equipped weapon had 1 added to its enchantment.

Unless a of EVCs on this proposal contain the text “Not enough”, remove the text “As a weekly action, an @ with an Amulet of Yendor in their inventory may increase their HP and Max HP by 5.” from the Rule entitled “The Amulet”.

There will be a boss fight, when someone reaches the Amulet.  A dead boss will drop one of these items.  The treasure from a boss will help them fight back to the surface.

Note that since these items aren’t on the basic tables, they cannot be found by Trading or Finding Treasure.

Old active encounters

The following encounters still contain monsters, even though they have fallen off the front page:
Killer Newts and Grid Bug Ghosts (Floor 1)

Hill Orcs (Floor 1)

Giant Ants and Rock Piercers (Floor 2)
Dwarves and Gnomes (Floor 3)

Story Post: [Encounter]: The hair on the back of your neck stands up

2 Valkyrie Zombies (28 HP, 1d14 damage, 130 XP)  (Drop Rate: 70%, Drop: +3 small shield)
2 Wizard Zombies (16 HP, 2d8 damage, 85 XP)    (Drop Rate: 70%, Drop: cloak of magic resistance)
1 Dread Necromancer (10 HP, 2d3 damage, 20 XP) (Drop Rate: 100%, Drop: unidentified potion)

Protosal: Combat refactoring.

Replace Rule 2.7, “Monsters” with the following text:

A Monster is a type of game entity. When a monster is created by the RNG, they must specify all of that monsters stats that do not have a default value. They may specify any stats that do have a default value, if they do not, those stats are considered to have their default value.

The stats for monsters are:
* HP, an integer.
* damage, a dice formula or an integer.
* type of damage, either ranged, melee, magic, or a combination of those. Defaults to melee.
* AC, an integer, defaults to 0.
* XP, default value of initial HP times number of dice in damage times number of sides on each of those dice, plus any integers in damage, divided by three and rounded down, or 1 if the result is less than 1. XP may not be specified to have a value other than its default.
* drop, an item or items from one of the Basic Tables, or nothing. Defaults to nothing.
* drop rate, an integer between 0 and 100, inclusive, default value of 0.
* status that that monster may inflict, one of Stunned, Confused, Hallucinating, Blind, Slimed, or none, defaults to none.

An active Encounter exists while at least one Monster exists. The RNG can create a Monster at any time; this either creates a new active Encounter, or adds Monsters to any existing active Encounter. When creating an Encounter, the RNG must specify the stats of the Monsters in it in a Story Post with [Encounter] in its title; new Monsters added to an existing Encounter must have their stats specified in comments to its associated Story Post, and the comments to that post should also be used by @s to track which Monsters are still alive, along with the current stats for each. If all Monsters in an Encounter die, the Encounter stops being an Encounter. Each Encounter has a Dungeon Level, which is any integer, and is set by the RNG in the Story Post for the Encounter. All monsters have the same Dungeon Level as their Encounter.

When a monster’s HP drops below 1, that monster dies and ceases to exist.

An encounter starts out Ranged. A Ranged encounter becomes a Melee encounter when it has been continuously on the same floor as an @ for at least 24 hours, and has continuously been a Ranged encounter for at least 24 hours. If there are ever no @s on a Floor, all Melee encounters on that floor become Ranged.

When a monster dies the Attacker roles DICE100. If the result of the dice roll is less than the Drop Rate for that monster, then the item(s) that are specified in that monster’s drops are added to the section on the wiki page entitled “Loot” that corresponds to the Floor the monster was on.

When a Monster that can inflict a status other than ‘none’ Attacks, roll DICE4, if the result of DICE4 is a 1 the Attackee gains the status that the monster can inflict.

If rule 2.6 does not contain the text:

Whenever an @ successfully Finds the Stairs, they also Find Treasure.

add it to the end of that rule.

Replace Rule 2.8, “Combat” with the following text:

As a daily action, an @ may Attack a Monster or another @, provided no other rule, or part of this rule prevents them from doing so.

When any game entity Attacks, the entity Attacking is the Attacker and the entity being Attacked is the Attackee.

The Attacker (or the @ or RNG who makes any rolls for a non-@ Attacker) must announce the attack, result of any dice rolls, and how many HP the Attackee has remaining in a comment. If the Attackee is a Monster, the comment must be made on the Encounter that contains it. If the Attackee is an @, the comment must be made to an Attack Post for the level of the Attackee.

An Attack Post is a Story Post with [Attack Post] in its title, which specfies what its Dungeon Level is. If no Attack Post exists for a Dungeon Level, or if all Attack Posts for a Dungeon Level have gone inactive, then an @ which wishes to attack another @ on that Dungeon Level may post one.

An Attack Post is considered to have gone inactive when all @‘s who were Attacked, or who Attacked in its comments have either changed Dungeon Levels or Died since they Attacked or were Attacked in it.

When Attacking, the Attacker rolls the appropriate dice to determine their damage-dealt, and the appropriate dice for the Attackee’s AC. They then subtract the Attackee’s AC from their damage-dealt, round up to 0, and subtract the result from the Attackee’s HP.

To determine damage-dealt:
* If the Attacker is not wielding a weapon, roll its damage. All @‘s damage is 1d2 and Melee.
* If the Attacker is wielding a weapon, roll the damage of the weapon.

To determine AC:
Add the AC of all armors the Attackee is wearing to the AC of the Attackee and roll DICEZ, where Z is the result.

If an Attacker rolls damage that is magic against an Attackee who is wearing Armor that is magic resistant, then the result of that roll is always 0.

An @ may not Attack a Monster when in a Ranged Encounter, and a Monster may not Attack an @ when in a Ranged Encounter, unless the Attacker is wielding a Ranged weapon, or is wielding no weapon, and has damage that is specified to be Ranged. An @ may not Attack a Monster when in a Melee Encounter, and a Monster may not Attack an @ when in a Melee Encounter, unless the Attacker is wielding a Melee weapon, or is wielding no weapon, and has damage that is specified to be Melee.

An Attacker may not Attack an Attackee whose Dungeon Level is different than their own.

Whenever an @ Attacks a Monster, if the Monster does not die from the attack, the Monster Attacks that @. The @ should make the rolls for the Monster, if they do not, the RNG or another @ must do so.

Replace Rule 2.5, “Stats and Equipment” with the following text:

Each @ has a number called HP, and a number called Max HP. They are together tracked the GNDT column “HP”, which should display “X (Y)”, where X is the @ in question’s HP and Y is the @ in question’s Max HP. Each @ starts with an HP and Max HP of 10. When an @‘s HP drops below 1, they die.

Each @ has a number called Kills, which defaults to 0.

A dice formula is an expression “XdY” (or “XDY”), where X and Y are integers. It refers to rolling XDICEY on the GNDT. X may be refered to as the dice, or number of dice in the formula, and Y may be referred to as the sides, or sides of the dice in the formula.

There exist Weapons, which are a type of item. A Weapon has an amount of Damage, which is a dice forumula or an integer. A Weapon’s damage may be ranged, melee, magic, or a combination of such. If an @ carries a weapon, they may be wielding it.

There exist Armors, which are a type of item. An Armor has an integer amount of AC, which cannot be negative. An Armor is one of 7 Armor Types: Helm, Cloak, Body Armor, Shirt, Shield, Gloves, and Boots. If an @ carries an Armor, they may be wearing it. An armor may be magic resistant.

In rule 2.5.2:
* Change the header “Damage ((dice)D(sides))” to “Damage”.
* Remove the column with the header “Magic”.
* Change the type of any weapon with “spellbook” or “wand” in its name to “ranged/magic”.

This should not actually change the way anything works. It merely cleans up the combat system to make it more extensible and robust.

Proposal: [New Potion]: The Monsters Go Away

Reaches Quorum at 7-0 and is Enacted. - lilomar

Adminned at 05 Jul 2010 18:07:21 UTC

Add a new Potion to the table in the rule “Potions”.
Its name shall be “Potion of Smoke”
Its effect shall be “All Melee Encounters whose Floor is your Dungeon Level become Ranged.”

I’m not going to spam encounters often enough to give the Ranged players a fair shot.  This helps even things up a bit.

Proposal: More Statuses

Reaches Quorum at 7-0 and is Enacted. - lilomar

Adminned at 05 Jul 2010 17:59:43 UTC

Add a subrule to rule 2.10 “Status” entitled “Stunned” with the text:

If an @ is stunned then when attacking that @ rolls DICE8. If the result is 1-3 their attack misses completely. If the result is 4-7 their attack misses but the monster fights back. If the result of DICE8 is 8 than their attack succeeds. An attack that misses deals 0 damage to the monster. Stunned wears off after 2DICE48 hours.

Add a subrule to rule 2.10 “Status” entitled “Slimed” with the text:

If an @ is slimed for 72 consecutive hours then that @ dies.

Unless a majority of the EVCs on this proposal contain the phrase “keep it there”, move the text

Whenever an @ successfully Finds the Stairs, they also Find Treasure.

from rule 2.8 to the end of rule 2.6.

That sentence has been bothering me for a while.

Proposal: Who likes to have Status?

Times out 5-0 and is Enacted. - lilomar

Adminned at 03 Jul 2010 20:52:13 UTC

Add the following text to the end of the first paragraph of rule 2.7 “Monsters”

A monster may also inflict a status. Statuses that monsters can inflict are: Stunned, Confusion, Hallucination, Blind, and Slime.

Add the following text to the end of rule 2.7 “Monsters”

When a Monster that can inflict a status fights back, roll DICE4, if the result of DICE4 is a 1 the @ that fought the monster adds the status that corresponds to the status that the monster can inflict to their status in the GNDT.

Add a subrule to rule 2.10 “Status” entitled “Confusion”

If an @ is confused then when attacking that @ rolls DICE2 with their attack, if the result of DICE8 is 1 their attack succeeds, if it is a 2 roll DICE8 if the result is 1-3 their attack misses completely. If the result of DICE8 is 4-7 their attack misses but the monster fights back. If the result of DICE8 is 8 than their attack succeeds. An attack that misses deals 0 damage to the monster. Confusion wears off after 48d2 hours

Adding the mechanism allowing @s to become inflicted with previously listed statuses. Feel free to add the actual effects of other statues if you have the inspiration/time. Brief descriptions of them provided by bucky are.
Stun makes all your moves go in a random direction
Confusion is a weaker stun that only happens half the time
Hallucination makes you unable to recognize enemies or items on the floor
Blind keeps you from detecting monsters that aren’t next to you.
Slime kills you after time.
If you have questions about how they specifically work or would translate into Blognomic, then i suggest you talk to someone who has played nethack before (not me, maybe bucky),

[Encounter]: Enter the mines

Floor 3:

4 Dwarven Miners (27 HP, 1d10 Damage, 90 XP)  Drop Rate: 30%, Drop: Dwarven Chain Mail
4 Gnomish Berserkers (13 HP, 3d5 Damage, 65 XP) Drop Rate: 70%, Drop: Mace

Proposal: It doesn’t do anything but clutter up the ruleset anyway.

Times out 6-0 and is Enacted. - lilomar

Adminned at 03 Jul 2010 20:46:33 UTC

Repeal Rule 2.4.
Renumber the dynastic rule with the highest rule number to 2.4.

Throughout rule 2.14, change the text

[New Weapon], [New Armor], [New Potion], or [New Monster]

to

[New Weapon], [New Armor], or [New Potion]

From rule 2.14, remove the text

An Expansion Proposal with [New Monster] in the title may specify one, and only one, monster to be added to the table in rule 2.4.

Basic Monster Table > /dev/null

Proposal: [New Potion]: Interesting…

Times out and passes 6-0. -Bucky

Adminned at 03 Jul 2010 18:37:29 UTC

Add a potion to the table in the Rule “Potions”
Its name shall be “Potion of Hallucination”
Its effect shall be “Add Hallu to your Status line if you aren’t already hallucinating.”

Proposal: Who likes sleep?

Times out 5-0 and is Enacted. - lilomar

Adminned at 03 Jul 2010 20:44:06 UTC

In rule 2.5.4 “Potions” change the following text from

You cannot Fight monsters for the next 4DICE12 hours.

to

You cannot take any daily actions as defined in the dynastic rules for the next 4DICE12 hours. In addition you rest one time.

To make the potion actually stop you from taking actions while you are asleep. Also adds some good/bad to it besides just the delay.

Proposal: Trimmed-Down and Simplified Quarantine

Times out and Fails 1-5. - lilomar

Adminned at 03 Jul 2010 07:26:47 UTC

Add the following sentence to the end of rule 1.1, “Ruleset and Gamestate”

The Quarantine Area, located [[Quarantine Area|here]] is Gamestate.

In rule 1.3, “Proposals”, change the text

Proposals can either be Pending, Enacted, or Failed.

to

Proposals can either be Pending, Enacted, Quarantined, or Failed.

In rule 1.4, “Voting”, change the text

Any @ may cast his Vote on a Votable Matter by making a comment to the official post that comprises that Votable Matter using a voting icon of FOR, AGAINST, DEFERENTIAL (only if the Votable Matter is a Proposal), or VETO (only if the Votable Matter is a Proposal and the @ is the RNG).

to

Any @ may cast his Vote on a Votable Matter by making a comment to the official post that comprises that Votable Matter using a voting icon of FOR, AGAINST, DEFERENTIAL (only if the Votable Matter is a Proposal), Quarantine (only if the Votable Matter is a Proposal), or VETO (only if the Votable Matter is a Proposal and the @ is the RNG).

Votes of either Quarantine or AGAINST are Failing Votes.

In rule 1.5, “Resolution of Proposals” change the text

The oldest pending Proposal may be failed by any Admin, if any of the following are true:-

* It has enough AGAINST Votes that it could not be Enacted without one of those Votes being changed.
* It has been open for voting for at least 48 hours and half or fewer of its Votes are FOR.
* It has been open for voting for at least 48 hours and has fewer than 2 valid Votes.
* The @ who proposed it has Voted AGAINST it.
* The RNG has Voted to VETO it

to

The oldest pending Proposal may be Quarantined by any Admin (And moved to the Quarantine Page), if any of the following are true:-

* It has been open for voting for at least 48 hours, it has not been self-killed or vetoed, half or fewer of its Votes are FOR, and over half of its Failing votes are Quarantine.

Add the following paragraph to the end of rule 1.5, “Resolution of Proposals”

Quarantined proposals are moved to their own section of the Quarantine Area. They do not have any other effect on the Gamestate.

In rule 3.1, “Keywords” change the definition of “Voting Icons” from

For use in voting, a check box for.gif shall represent a Vote FOR, an X against.gif shall represent a Vote AGAINST, an IMP imperial.gif shall represent a Vote of DEFERENTIAL, and an Imperial Seal (currently seal.gif) shall represent the Imperial Veto.

to

For use in voting, a check box for.gif shall represent a Vote FOR, an X against.gif shall represent a Vote AGAINST, a DEF imperial.gif shall represent a Vote of DEFERENTIAL, a quarantine symbol qtine.gif shall represent a Vote of Quarantine, and an imperial seal seal.gif shall represent a Vote of VETO.

Create a new wiki page entitled Quarantine Area, blank it.

Make the image that was located at http://blognomic.com/wiki/images/d/d2/Qtine.gif as of the time of posting of this proposal a new Voting Icon, rename it to qtine.gif.

Ok, so I think all of the rules that need to be updated are here and no more. Adding a new vote type actually requires changing quite a few rules, as the types of votes are listed in a lot of places.

Quarantining a proposal does nothing right now, except save it on a wikipage. I would like to see something along the lines of re-posting a quarentined proposal not counting against an @s limits, but am restraining myself from implementing that in this proposal. Once the framework is in place, we can actually do something with the quarentined props.

If anyone has a better icon for :QTINE: feel free to propose it. I just needed a placeholder and this seems to do well. My other idea was a biohazard symbol.

I did change the wording of the Voting Icons definition to be more consistent while I was adding qtine anyway.

Proposal: I want to move it too

In the Rule entitled “The Amulet” replace the text

with

any @ or the RNG may decrease the Amulet of Yendor’s Dungeon Level by 1.
