Proposal: 24653 electable

Create a new segment with:

* Index: 11
* Name: Electable
* Payout: For each Winner, create a new Segment with the same Payout and Global Effect as the first Segment listed in their Wager
* Global Effect: Create a new Segment with the same Payout and Global Effect as the Segment that appears in the most Wagers (If there is a tie, the Segment with the higher Index is the one to be replicated.)

This should add some randomness to the creation of segments.

What if there are multiple segments which are tied for appearing in the most Wagers?

Ah ok, you are right, the global effect will create only another single Segment.

Anyway, it seems to me a large number anyway, that will lead to an explosion of points earned, even if “Unearned” (that I like) passes :)

It will only make the wheel bland as long as we don’t create interesting Segments. I also would be supportive of a Segment that would cause Segments to be destroyed, but I don’t have any open slots.
