Add a new rule, called “Being stuck in a lift.” It’s contents are as follows:

  Add a new gamestate, called “stuck in a lift”. It can be false, or a date and time. Every (unidle) player has this gamestate. It defaults to false. It is publicly tracked by the Emperor.

  If any player not stuck in a lift wishes to move between floors, or is required by rule to move between floors, they shall express this to the Emperor.
  The Emperor shall roll 1 d172 for said player.
  Let N be the sum of floors between B8 and said player’s starting floor, counting B8 but not counting said player’s starting floor, and twice the amount of floors the player wishes to pass, counting the ending floor but not counting said player’s starting floor.
  If the d172 rolls higher than N (N not inclusive), inform the player that the lift did not break during said player’s journey in it, and set the player’s floor to be the new floor.
  If otherwise,
  1. inform the player that the lift did break during said player’s journey in it.
  2. set the player’s floor to B8.
  3. set the player’s stuck in a lift gamestate to be 168 hours after the movement request.

  If a player is stuck in a lift, then,
  The player may not move, and may not post proposals concerning rule changes, except of a proposal with title “get me out of the lift”. This proposal cannot contain rule changes. This proposal is referred to as the Out proposal.
  If any player wish to get another player out of the lift, they shall
    1. be at the floor B8 (this can be achieved by using the lift),
    2. vote FOR on said player’s Out proposal.
  Any FOR votes issued by players on floor B8 concerning all Out proposals are valid, and all others are not.
  If a Quorum of Quorum of players validly vote FOR on said player’s Out proposal, the player is no longer stuck in a lift.
  If it is impossible for a Quorum of Quorum of players to validly vote FOR on said player’s Out proposal (due to enough AGAINST and/or DEF votes), then it can be failed.

  The player automatically becomes unstuck when the date and time of their stuck gamestate is reached.

btw, Earthlink Tower has infinitely many lifts, and the totality of all infinitely many lifts is referred to as “the lift”. Some players being stuck in a lift does not prevent other players from using the lift. I didn’t put this in the proposal because I don’t think this changes the proposal; it is implied so.

In the Ascension Address I said I was hoping for “a round where most or all of the game actions happen through proposals”, and players being able to freely request lift movement at any point goes against that. But I’m open to it if it’s a popular idea.

How is “Let N be the sum of floors between B8 and said player’s starting floor, and twice the amount of floors the player wishes to go.” meant to work? If a Citizen on Floor 1 asks to move to Floor 10, is it correct to say that N would be 27 - the sum of 7 (there are seven Floors between B8 and 1, not counting B8 and 1 themselves) and 20 (twice the numerical value of Floor 10)? Or are there other ways to read that? What would “twice the amount of floors” be for a basement floor?

I’m not sure the getting-out mechanic connects up the way you intend it to: players can still vote FOR it without being at B8.

@Kevan edited the proposal, hopefully it is clearer.
If a Citizen on Floor 1 asks to move to Floor 10, then N is the sum of 8 (8 floors, from B8 to B1) and 18 (2 times 9 floors, from 2 to 10), so 26

also, regarding “players being able to freely request lift movement at any point goes against that”, lift movement is already costly (in the form of broken lift) , and it’s probably going to be more costly over time

Its also unclear what parts this actually adds to the rules. Please use blockquotes when writing proposals so that people can clearly see which part of your proposal fits the ” It’s contents are as follows:” clause.
