This was posted after “Cross Handoff” enacted. So, if the part of Cross Handoff after “The Proposal’s Author is not Clucky” also imposed a property, this is Misfit.

Whether “the Handoff action works” part is a property that this proposal fails to fulfil is debatable, and I haven’t come to a firm conclusion on that yet – I’ll wait for further discussion about that on the DoV thread before vetoing.

If the DoV passes, then I think this unambiguously doesn’t get vetoed. If the Handoff action works in theory but Clucky failed to take it (e.g. because dead… didn’t register correctly), I think it also doesn’t get vetoed. If the Handoff action doesn’t work even in theory, I can see an argument for vetoing, depending somewhat on how we define “property”.

Is it intended that this makes a proposal Misfit when its author goes idle?
