i think this ought to change the rules text establishing the floors, rather than try to change the floors themselves (bc as-is even if this passed, “with Floor 1 being directly above Floor B1” would still be in the ruleset)

Actually I don’t think it does; this proposal specifies changes to other proposals, but the current proposals won’t be proposals when this enacts, they’ll be rules.

Retroactive is retroactive, I think that aspect works. Does make life a bit hard for future proposals written while this is still pending, though (and for the admin enacting this and having to update them all).

Would be an easier route to just edit the Floors rule directly, and update the player data.
