In the rule “Stimulus package”, replace “ON BEHALF OF another player” with “ON BEHALF OF a player”.
Allow players to take actions on behalf of themselves, such as admins failing their own SKed proposals.
I think it should be just as much out of an admin’s hands as it is any normal player’s.
Because the only reason that other players can’t do what admins can is they haven’t taken on the responsibilities of being an admin.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
