Proposal: A little more harmony

If Proposal: A little harmony fails, then so does this.
Make the entire body of the rule Harmony a subrule thereof named “Style”. Then add the following as a new subrule of the rule Harmony titled “Tempo”:
Each Musician may play at a Tempo: Allegro, Moderato, or Adagio. If a change of Tempo occurs resulting in three consecutive Musicians in the GNDT playing at the same Tempo, the middle one’s Style becomes Consonant. If a change of Tempo occurs resulting in three consecutive Musicians in the GNDT playing at three different Tempos, the middle one’s Style becomes Dissonant.
A Musician whose Style is Dissonant may often change eir Tempo.
New Musicians have their Tempo set to ‘-’, although ‘-’ is not a Tempo.
Add to the GNDT a column called Tempo, with values “Allegro”, “Moderato”, “Adagio”, and “-”. Set all Musicians’ Tempo values to “-”.
I like the cellular automaton thing, and it would allow for deeper strategizing if a move had ripple effects that were harder to visualize.

Am I correct in understanding the rule to mean that no one who is playing in a Consonant style (or with no style) can ever change their tempo, including from the original ’ - ‘?
If every Musician somehow ended up playing in a Consonant style, would this prevent everyone from changing Tempo until a new Musician joined?
