Add the following step to the rule “Adherents”, just before the atomic action step which begins with “For each Vouch”:
* For each Citizen who has no Ideology and is Adherent to a Cell, set that Citizen’s Ideology to a secretly random term from that Cell’s Ideology (unless that Cell’s Ideology is blank).
In the same atomic action, replace the step reading “For each point of Buzz that exists in the game (in a secretly random order), remove it from the Cell that has it, then select the first Citizen (in alphabetical order by Citizen name) who Adheres to no Cell and assign them to that Cell.” with the following:
* For each point of Buzz that exists in the game (in a secretly random order), check if there are any Citizens who Adhere to no Cell and have a term in their Ideology which matches one of the terms in the Ideology of the Cell who has that point of Buzz, and if any such Citizens exist, remove that point of Buzz, then select the first Citizen (in alphabetical order by Citizen name) who fits the aforementioned criteria and assign them to that Cell.
i have a half-written proposal that lays out an action framework that’s buildings-related but not as collective as buildings, which i feel like the game needs rn, but the start of my week is too busy a time to finish it!! gonna try to propose that in a couple days

I’m not sure it’s possible for a Citizen to have no Ideology, under the current ruleset, is it? The Census assigns them a random Ideology when they’re created, and nothing removes it.
