In the rule The Tokyo Menace Defense Force, change the lines
Giant Robots are considered to be Monsters with no Attributes, and a Threat Rating of zero. They may be the subject of headlines, but if their Threat Rating would be changed, it instead remains zero, and they do not cause people to Flee.

Giant Robots are created in the same way as Monsters, except that the subject line for their creation should start with “Robot:â€, and when completed shall be tracked in a special section of the Monster Roster titled the Robot Roll Call.

[Robot] Repels [Monster]: If the Monster and Robot are in the same Neighborhood, and if the Monster has a higher Threat Rating than all other Monsters who are in a Neighborhood, then the Monster is removed from the Neighborhood (and has no location).

[Robot] Challenges [Monster]: If the Monster and Robot are in the same Neighborhood, and if the Monster has a higher Threat Rating than all other Monsters who are in the Neighborhood, choose one of the three sections of each the robot and the monster at random using 1DICE3 in the GNDT. If the monster’s chosen section has the lower threat rating, now the monster is removed from the Neighborhood (and has no location). If the robot’s chosen section has the lower threat rating, the robot is defeated and it moved to the Tokyo Defense Base(for repairs) and 1% of the neighborhood’s population(rounding up) flees.
