Simply because giving up increases the F&W, and therefore has a different effect. I don’t see why we should remove tactical options from a dynasty unless they’re unbalanced or broken…
Man, people should EARN food and water instead of getting it for stupid reasons.
No Quaz, let the people sacrifice themselves for the good of others. It’s quite thematic (and benefits me).
