Repeal rule 2.16 “Giving Up”.

Honestly, what is the point of giving up when you can just idle/unidle to become infected?

against Simply because giving up increases the F&W, and therefore has a different effect. I don’t see why we should remove tactical options from a dynasty unless they’re unbalanced or broken…
