Create a new Dynastic Rule entitled “Bravely Default Treaty” as follows:
If a Signatory to this Treaty has an EVC on a Proposal that is DEFERENTIAL, and the Player has not voted FOR or AGAINST that Proposal, then instead of being DEFERENTIAL, the Signatory’s EVC counts as a vote FOR that Proposal.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

Checking one signatory list for an amended treaty is already a bit of an admin headache, let alone checking the list for another treaty entirely to see whose DEFERENTIAL counts.
