Proposal: And Be Damned

Replace “Publish” with “Print” and “Publishes” with “Prints”, throughout the Dynastic Rules.

Per Coppro’s observation that “publish” is already being used in the appendix.

Oh, OK. So in fact For votes exceeding quorum is almost never relevant since it only accelerates you once everything older has cleared the queue?

[bateleur] Reaching quorum is definitely the norm; I’d venture that proposals only time out about a fifth of the time. I think voters are just being a bit lax in their actual voting at the moment. I’m not sure why.

(Although I think “Proposal X”, “No, wait, self-kill, Proposal X+1” pairs tend to slow the queue a bit, because people - including myself - who vote on the first one forget to go back and vote again on the second, because it looks so familiar.)

@Kevan: Thanks for the hint, the next time I need to slow up the queue. (/me tries to work out if this is an argument in favour of fast veto or slow veto.)
