add the rule: After the flood occurs (after resolving every other effect of the Flood), give each island (and any new island that joins from then on forth) 5 animal biomass.
This is functionally equivalent to just changing the Fauna rule to “defaults to 5”. It also means that after Round 7 most players will have <5 Biomass, and a new player can join at any point to have the victory-blockingly highest Predator Habitability.

I think it’s implicit enough that this is an action that only happens once, and that it’s carried out by the player who performs the Flood action.
