New players are added as soon as their request to join is noticed and processed by an admin, regardless of whatever else is going on in the game (unless some rule specifically prevents us from adding new players, but we generally won’t enact such a rule for obvious reasons). If it takes a while, it’s because all admins are busy or unavailable.

It’s just an error that’s easily fixable. Proposals are used to change the gamestate; anyone who can can correct inaccuracies in the way we track it, though. (For instance, if someone (presumably accidentally) puts incorrect values in the GNDT, that doesn’t actually change the gamestate; instead, we just change the GNDT to match.)

I only said that because I believe that name-changes need to be done as a proposal, so the question was whether that’s a name-change.
