IN rule 2.1.2, replace the first sentence with:
Occasionally, a student may make a GNDT comment of “Institutionalize XXXX: DICE10â€, where XXXX is the name of an insane student, provided that student has not been named in a currently unresolved Institutionalize comment.

There’s still the problem that a student may not see the “Instutuionalize Thrawn DICE10” message. Heh. I would rather a post be made to the blog about the action, but this does stop conspirators from spamming the GNDT.
I like the sneakiness of this. I mean, you make a post to the blog and everyone sees it. Sneakiness forces people to check to see if the comment has been posted.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.
