Add a new Dynastic Rule to the ruleset. Call it “The Bell Tolls” and give it the following text:
As a Weekly Communal Action that can only be taken on a Monday or Tuesday, a Player may Ring the Bell. This increases by 1 the Ticks of each Player that did not author a Votable Matter during the previous week.
Only the Timekeeper, I think?

As above. I’m not necessarily against an incentive for proposing, even though I’m not very active right now (that’ll hopefully change soon).
I’m not sure the Emperor necessarily *wants* the Timekeeper to win either.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.
