In the rule “The Masquerade”, after
Increase by 2 the Political Power of each Elector whose Secret Faction is the same as the Winnower’s.
add a new list entry:
* Reduce by 2 the Political Power of each Elector who has not authored a Proposal since the last Masquerade.
I like the idea to encourage activity, but do worry it might result in people just throwing up meaningless proposals.
At the moment this is failing 3-5 but a single FOR vote will flip it to passing 6-3. Imperial Defs!
That’s not very perverse. If Imperial DEFs were switched off, this proposal would have been tied at 3-3 with 2 unresolved DEFs. If we waited for it to time out, we’d be in the same “a single FOR vote will flip it from failing to passing” situation.
One big concern I have with this is that it could be activated right before the next masquerade takes place, and so people not have time to respond.
Make the same proposal with a season gate so it doesn’t kick in so soon (i.e. “If the season is at least 6, Reduce by 2 the Political Power of each Elector who has not authored a Proposal since the last Masquerade.”) and I’ll probably vote for
Other Electors should have plenty of time to respond while this is pending.

A rule like “Every Elector who transfers 1 power to Clucky during the last season gets a cookie” would be bad without any sort of season guard, because if you want to get a cookie you have to give me power. But you’re stuck either giving me power and hoping the thing passes and you get a cookie; or not giving me power and hoping you have time between when it passes and when the new season begins.
