Add to subrule War:

When the game is in a state of World War, countries may only post or accept market orders to or from other countries which are in the same alliance. Countries who are not in an alliance may only post or accept market orders to or from other countries without an alliance, save for the Hegemonist, instead (providing that ey are not at war with such a country). The Hegemonist may not post or accept market orders at all. FORCED buy and sell orders are an exception for the purposes of this paragraph.

Every 24 hours after the game was last put in a state of World War due to a declaration of war, as long as the game is in a state of World War, a nuclear missile is fired upon a random territory, substracting 100 population from it and demolishing a random building and a random piece of machinery (roll a die for those). If a non-oceanic territory reaches a population of 0 because of the nuclear missile, it is destroyed unless it is a homeland, in which case it’s rendered uncontrolled and its native population is set to 20

against the first half (no market because of war?)

for This first half
against Whose firing these missiles? Robomuffins?

jamuraa:

for First Half
against Second half.  It would make more sense if you could pay some insane amount of money to try and fire a nuke at a target country :)

Purplebeard:

against S-K. Too much randomness.
