Create a new form, entitled “1337WIN”.

Its description is:

This form let two Citizens bet their Clearance Level. While passing, the Citizen who passes, known as the Passer, this form shall roll DICE2. On a 1 the primary signatory is refereed as the loser and the other signatory as the winner; on a two, the primary signatory is refereed as the winner and the other signatory as the loser. The Passer shall change the winner‘s Clearance Level to the next higher Clearance and the loser‘s Clearance Level to the next lower one. After that, the passer shall add the loser 5 Treason Points.

Its text is:

Its required list of signatories is:

Two citizens of the same Clearance Level need to sign this form. If there are more than two citizins who do so, only the first two are relevant.

Its additional requirements are:

The first field shall specify the designation of the primary signatory.
The second field shall specify the current Clearance Level of the primary signatory. The Clearance Level may not be “INFRARED”.
The third and fourth fields shall consist only of alphanumeric letters ([a-z1-9_]) and shall be equal, if not the form is not valid.
The fifth and sixth fields may contain anything, but shall contain the truth.
The seventh field shall specify “Yes”. If not, the High Programmer shall add the primary signatory 2 Treason Points.

Additionally, if the form has failed, the High Programmer shall add the primary signatory 1 Treason Point.

All Citizens which higher Clearance Level than the primary signatory may pass this form.

The first Citizens should become ORANGE now.

against There’s no rate limit on doing this, meaning that a small group of conspirators could keep repeating this until one of them was at each clearance level from INFRARED to a level equal to the number of conspirators (assuming they could promote from INFRARED via passed proposals). Sufficiently many conspirators working together would reach BLUE clearance, at which point they could promote each other up to ORANGE and set up an infinite loop which would bring all of them to ULTRAVIOLET; 5 would be enough for this giving optimal proposal-passing.

Just done the calculations: 11 conspirators would be enough to set up the loop even without the help of proposals passing, and up to 6 passed proposals would reduce the number of conspirators needed by 1 per proposal, meaning that the loop could theoretically be set up by just 5 conspirators. That said, that sort of play might be interesting; the issue is, it would be very spammy, as 13 separate forms would need filling in just to reach BLUE clearance, and another 13 for each round of promotion loops after that.

I am discouraging the use of DICE in this dynasty, so one point against.
I don’t like random clearance level increases and decreases, so two points against.
The loser is almost certain to be terminated, when they are assigned 5 treason points, which is a bit extreme, so three points against.
On the other hand, I like forms, so one point for.
If someone manages to organize as many conspiritors as ais outlines, they deserve the clearance boost, so half a point for.

Total: 3 against, 1.5 for.

Hence the against vote.

@lilomar: I don’t mind that sort of conspiracy (I’m sort of a fan of it), but I dislike optimal scams requiring of the order of 65 story posts to pull off.

I think that before all of those story posts were made, there would be a cfj pushed through to fix it. If not, well, it’s impressive still, so I wouldn’t mind it as a one-time thing.

@Kevan: That would be worse, in a sense, in that it would encourage a huge amount of grinding whenever a scam like this came up in order to get it done as fast as possible.

[ais523] Except that grinding is slow, and we can cut it short with a fix proposal when we notice it happening. I’d rather vote on a mechanic with “includes a powerful loop if players grind it over the course of a week”, which is fixable before it really kicks in, than “includes a powerful loop which someone could run through in ten minutes as soon as this enacts, which may or may not qualify as ‘spam’ in the fair play guidelines”, which isn’t.
