Allow lilomar to create a competition with the following text:

Any Befuddled may transfer IQ to lilomar and make a comment to this competition specifying the amount transferred, this is known as a bid.
When no further bids can legally be made, or no bid larger than the largest bid can legally be made, or 48 hours have passed since the last time an award was made by this competition (or since the start of this competition, if no award has yet been made by this competition), the Befuddled who made the largest bid since the last time an award was made by this competition (or since the start of this competition, if no award has yet been made by this competition) may transfer 10 IQ from lilomar to themselves. This is known as the competition making an award.

imperial because I’m wondering how people will vote on this one, and why, and don’t want to influence the votes with a FOR or AGAINST. That, and I’m not sure which way to vote anyway.
