A new rule to add to the hard rules:

If a Time Monk occupying a Dynasty other than Dynasty 100 believes it is impossible to achieve victory in eir occupied Dynasty, then e may make a proposal of the format “Proposal: Banishing Dynasty XX” replacing XX with eir occupied Dynasty. If this Proposal is enacted, then the admin enacting the Proposal shall mark the Dynasty as Banished in the UTD as per “Unitemporal Translation” and move all Time Monks currently occupying the Dynasty to a random non-Banished Dynasty.

Allow for the banishing of impossible-to-win dynasties by proposal.

against Two reasons: first, there’s no need for a specific provision allowing dynasties to be banished by proposal, as you can already do that if you wish; and second, I don’t like spivak.
